CPPC 09-13-04 Meeting MinutesNotes of CPPS Meeting September 13, 2004, 7:00 p.m. Item 1 CPPA Amendment for SWSA Extension - Eastgate Industrial Park Senior Planner Susan Eddy explained the 2004 Comp Plan amendment process and gave a brief description of this proposal. Chuck Maddox of Patton, Harris, Rust & Associates gave an overview of the proposal. A short discussion of the proposal followed. Concern was expressed by several members concerning the tract north of the Eastgate Industrial Park (not a part of this SWSA application). In general, members favored commercial and industrial uses on that site, not residential uses. Vote on recommendation to forward to PC: yes -12, no —1. Item 2 CPPA Amendment for UDA Extension — Solenberger/Bridgeforth Property Planner Eddy introduced this proposal. Evan Wyatt of Greenway Engineering gave an overview of the proposal. A discussion of road improvements followed. The new interchange at Route 37 will cost $10-12 million. The applicant only wants to provide right of way for the interchange. Members thought the developer should provide more. Concern was expressed over schools. Over 1,000 school children would likely result from the WJELUP area. Perhaps "schools" are required. Consider joint middle and elementary schools with the City of Winchester. Other public facilities might be needed in this area. Further discussion with the City of Winchester should take place. One r:�e.��ber was against ULA expansion in any area of the County. One member wanted details to wait until MDP stage. Most thought that Route 37 is a logical UDA boundary. A draft expanded Western Jubal Early Land Use Plan was handed out by Planner Eddy. In general, members wanted a stronger emphasis placed on the Route 37 interchange. Action on this item was deferred until the next CPPS meeting, when a revised WJELUP will be considered. Item 3 Rural Areas Study Planner Eddy distributed a list of potential secondary conservation features. A discussion of secondary conservation resources followed. Members wanted non -land based features, such as agricultural districts removed. Features requiring active management, such as an orchard, should also be removed. Difficult to define features will need to be deleted. Every item will need a definition. Planner Eddy distributed a table of three land development options being considered by the RA working group. A short discussion of road requirements took place. A waiver for state road requirements for mid-size subdivisions will be considered. Meeting ended at 9:30 p.m.
