CPPC 10-11-04 Meeting MinutesNotes of CPPS Meeting October 11, 2004, 7:00 p.m. Item 1 CPPA Amendment for UDA Extension — Solenberger/Bridgeforth Property Senior planner Eddy introduced this proposal. Mike Bryan, representing the White and Marshall properties and Ben Butler representing the Solenberger properties each spoke briefly. Mr. Bryan relayed comments from Evan Wyatt of Greenway Engineering that he (Mr. Wyatt) did not want to see the school site on a map. Rather, he wanted to include a reference to a school site in the text and leave the final site to engineering considerations and School Board comments. Mr. Wyatt also did not like the use of the word "unprecedented" in reference to school number in the western part of the county. CPPS members discussed the modified Western Jubal Early Land Use Plan prepared by staff and included in the agenda packet. CPPS members were comfortable with excluding the school site from the map, but clearly noting the need for a school site (or sites) and suggesting that it be in a central location in the text of the plan. Concern was raised over school numbers and whether the current schools could accommodate this UDA expansion. Concern was raised over other public facilities that might be needed in this area. Issues of water and Abrahms Creek were raised. In general, most CPPS members were comfortable with this UDA expansion if all impacts - roads, schools, public facilities, etc, were mitigated. A discussion of road improvements followed. Members agreed that the plan should contain very strong language on the road requirements of the developer. It was suggested that the 37 interchange must happen before buildout. One member suggested a cap on the type of development to be allowed. One member expressed the view that if all impacts were mitigated then density was less important. One member suggested that affordable units might be possible over the stores in the mixed-use area. Action on this item was deferred until the next CPPS meeting. Staff was directed to further revise the Western Jubal Early Land Use Plan to strengthen the text on the road improvements that would be the responsibility of the developers, and to remove the school site from the map. Staff agreed to circulate a copy of the revised draft within two weeks. Item 2 Rural Areas Study Senior planner Eddy distributed the handout of the three land development options that had been discussed at the joint worksession of the BOS/PC/CPPS on September 281H Mr. Gary Oates of GreyWolfe, Inc. expressed concern over the idea of removing density credit for land designated as a primary conservation resource. Extra work would need to be done to designate steep slopes and wetlands. This cannot be done with only a contour map. This work is somewhat subjective. Rezoning is too complex for a single farmer to handle alone. Mr. Ken Stiles wanted the density left at 1 unit per 5 acres and did not support a 300' road corridor buffer. Mr. Oates agreed to work with CPPS member Diane Kearns to lay out possible scenarios showing densities of 1:5 and 1:10 with and without counting primary conservation resources towards the density. One member expressed the view that we may need a waiver option for buffers. Meeting ended at 9:00 p.m.
