Item 1— Rural Areas Study
The subcommittee held a discussion and wells and septic systems.
Member Kriz had information on rural waste systems in for-profit operations in North
Carolina.

The group discussed the need for more data and maps showing the number of lots,
number of houses etc.
Incentives to encourage conservation design were discussed.
Open space should stay on the tax roles so consider its possible uses.
The group is still considering a rezoning option.
Should policies encourage lot consolidation?
At a certain stage development just does not feel rural.
Should the group consider overlay district, for example a ridgeline overlay.
If the community gets conservation lots and the developer gets full density then it is a
win-win situation.
Does good design in the rural areas make them so attractive that more people want to
move there?
Supervisor Van Osten requested a short Rural Areas update at the joint work session on
comp plan requests.
Major & minor subdivision must be defined.
Member Gochenour noted that issues other than land development need to be considered.
Big issues including agriculture need to be considered.
