CPPC 12-13-04 Meeting MinutesNotes of CPPS Meeting December 13, 2004, 7:00 p.m. Item 1 — Rural Areas Study Senior Planner Susan Eddy summarized the latest land development option as proposed by the Rural Areas Study working group (and included in the agenda packet). Planner Eddy also summarized the proposal by Mr. Ty Lawson and her thoughts on that proposal. (Note: All PC & BOS members received a copy of Mr. Lawson's proposal.) Member Shenk thought the new working group proposal would give value and flexibility. He also believed the Lawson proposal had merit with perhaps a ceiling. Members of the working group gave reasons for the new proposal: • An attempt to meet cash needs of farmers. • With large development requiring a rezoning a farmer becomes a developer. Family lots count towards overall density calculation. Mr. JP Good spoke on the desire for large landowners to come up with their own proposal. He believed the phasing would take too long for owners of large tracts. He saw no evidence that design had ever been considered in RA discussions. Mr. Greg Hewitt believed the new proposal was worlds better than the first three. He suggested putting all perks in the set-aside. He encouraged further clustering and believed that a acre minimum was too large although 1/4 acre was too small. Mr. Gary Oates felt this new proposal did not accomplish anything. He also wanted design flexibility. Loosen lot sizes, loosen road widths, loosen dimensional requirements. Allow pipestems. He noted that 3 or more drainfields on a one acre lot equaled a communal system. He suggested that a technical review committee (TRC) meeting handle issues instead of a required MDP. Mrs. Danita Hewitt still believed the new proposal took away rights. She has concerns with subdivisions and roll -backs of land use taxes. Member Shenk saw problems for small (less than 25 acres) landowners. Members believed that flexibility should be stated in Comp Plan. All agreed that the new proposal was worth pursuing. MDP will need to be clearly defined. Planner Eddy to further investigate roll -back taxes from land use. Easements to be permanent. (Perhaps not permanent if taken into the UDA.) Working group to further discuss: • bonuses, • minimum lot sizes. Set -asides would require a building right. Part of overall density. MDP requires public "information". Encourage contiguous parcels to master plan together. All agreed to forward to PC as a discussion item.
