CPPC 08-09-04 Meeting MinutesNotes of CPPS Meeting August 9, 2004, 7:00 p.m. Item 1— Rural Areas Study Senior Planner Susan Eddy gave a 20 minute power point presentation on the proposals of the rural areas study working group. Discussions followed. Green Infrastructure: Needs better maps and visuals, Restrictions on secondary resources might frighten people, Good value statement. Land Development Emphasize parent tract as at date of adoption, Rezoning could be viewed as a taking, Rezoning would encourage family subdivisions, Family subdivisions need greater consideration by working group. Rural Economy Staff position would help farmers, Shenandoah County & Warren County are interested, Extension service might lead, Rewrite top two paragraphs of page 6 of agenda, Agricultural lots need greater consideration by working group, Don't use word "industry". Rural Community Centers More specifics needed, particularly for commercial uses allowed. RCC studies may be more necessary than UDA study, Which should be studied first close -in centers or remote centers? Gary Dove — 25 acres estate lot is too big. Supports rezoning & road improvements, support community center policy, developers will bear burden not landowners. Give more examples of rural diversification. Is there an alternative to rezoning? Some support for communal health systems. Minimum lot size Some see no need Alternative systems possible on small lots All agreed on public roads. Consider mix of lot sizes. Design criteria needs more emphasis. Item 2 — CPPA Amendments Western Jubal Early Land Use Plan — developers must address traffic and where Jubal Early traffic will meet Route 37 Meeting ended at 9:05 p.m.
