The Frederick County Comprehensive Plans and Programs Subcommittee (CPPS) will be meeting
on Monday, July 9, 2001, at 7:30 p.m. in the first floor conference room of the County
Administration Building, 107 North Kent Street, Winchester, Virginia. The CPPS will discuss the
following agenda items:
AGENDA
Items 2 and 3 will be discussed during concurrent sessions
1) Request from G.W. Clifford & Associates to consider incorporating the entire McTiernan
property within the Urban Development Area (UDA). The property is located on the north
side of Berryville Pike (Route 7).
2) Rural Areas Policy review. Discussion regarding the proposed community participation
process.
3) Discussion regarding Purchase of Development Rights (PDR).
4) Discussion regarding the possible expansion of the Sewer and Water Service Area (S WSA)
south of Fairfax Pike (Route 277).

Staff has been directed to advise all committee members and liaisons that access to the County Administration
Building for night meetings that do not occur in the Board room will be limited to the back door of the four-story
wing. I would encourage committee members to park in the county parking lot located behind the new addition or
in the Joint Judicial Center parking lot and follow the sidewalk to the back door of the four-story wing.

URBAN DEVELOPMENT AREA EXPANSION REQUEST
Please find included under this agenda item a letter from Mr. Chuck Maddox of G.W. Clifford &
Associates to Evan Wyatt, dated June 6, 2001, and a map depicting the location of the proposed
UDA expansion. The property is identified as the Patrick McTiernan property, Parcel Identification
numbers (PINS) 55-A-105,106,107, & 107A.
The McTiernan property is partially located within the UDA. The applicant seeks to include the
entire property within the UDA, enabling a RP rezoning application to be submitted to the County
for consideration.
Staff has invited Mr. Maddox and the property owner to address the CPPS during the July meeting.
The CPPS will ultimately be asked to forward a recommendation to the Planning Commission and
the Board of Supervisors. This recommendation could be made during the July meeting, or at a'
subsequent meeting should the CPPS desire staff to provide additional information or conduct
further research.

Attached with this letter are thirty copies of an area wide concept plan showing the inclusion of the Patrick
McTiernan property (Mg: 55-A-105, 106, 107 & 107A) into the urban development area of Frederick County.
As an estimate about 40% of this tract presently lies within the urban development area. Development trends
over the last 10 years have developed a large percentage of the urban development area to the south of Route 7_
The lands north of Route 7 are either in schools, battlefields planned for use or in previously developed use.
There appears to be an essential public purpose for including this land in the urban development area in order
to properly and, in an orderly manner, expand the urban area to handle future growth and development.
Public water is available in the Route 7 corridor. Sewer is available across Route 7 opposite Woods Mill Road.
Storm water can be effectively handled using storm water management facilities within the Red Bud Run and
Route 7 drainage corridors. Transportation to this site can be effectively managed by an improved intersection
Woods Mill Road (State Route 660) and Virginia Route 7. A traffic study outlining these improvements and
an improvement plan are attached. This information has been reviewed and has received favorable comment
from VDOT.
We understand that this comprehensive plan change may be considered by your Comprehensive Plan
Subcommittee in July 2001 and we would request this be placed on that agenda if appropriate.

find appropriate in this regard.

Re; Borden Property -Intersection: Route 7 & Wood Mills Road
Patton Harris Rust & Associates (PHR&A) has prepared this document to identilN, the
current conditions at the intersection of Route 7/Wood Mills Road and to provide a
conceptual recommendation for improving intersection capacity/operation. The iollowin�,
information is provided in this memorandum: 1) existing 24-hour, AM peak hour and 11i�t
peak hour traffic volumes, 2) existing, Highway Capacity Software (1ICS ,.2) levels of
service, 3) existing intersection configuration and 4) a. conceptual redesign to improve
intersection capacity/operation.
PHR&A conducted manual AM and PM peak hour turning movement counts and
automatic directional 24-hour tube counts at the intersection of Route 7 & Wood Mills
Road. Figure I is provided to show the existing traffic volumes, the existing levels of
service (usinq HCS 3.2) and the existing intersection configuration. Based upon the
information provided on Figure 1, PHR&A determined a conceptual redesign that would
improve intersection capacity/operation. Figure 2 provides this proposed intersection
scenario that can accommodate normal intersection volumes more safely than the present
situation. No feasibility work has been done to determine cost and the potential for
making the geometric changes.

RURAL AREAS POLICY REVIEW
The Action Program of the Comprehensive Policy Plan (Chapter 10) contains goals, proposed
actions, and ongoing activities intended to assist in implementing the County's plan for physical
development of the community. These program items have been identified over the years as means
for implementing the Plan. As development trends and the county's vision may change over time,
the identified program items may necessitate modifications to accurately reflect today's vision of
the future.
Over the past few months, the CPPS has reviewed and updated this Action Program. The program
has also been compared and revised to incorporate the 2020 Vision Project goals. The next logical
step in the review process will include a number of community forums.
Staff will present the concepts for this next phase of the Rural Areas Policy Review, and seek
direction from the CPPS.
