RE: September Meeting and Agenda DATE: August 30, 1999 The Frederick County Comprehensive Plans and Programs Subcommittee (CPPS) will be meeting on Monday, September 13, 1999 at 7:30 p.m. in the first floor conference room of the County Administration Building, 107 North Kent Street, Winchester, Virginia. The CPPS will discuss the following agenda items: AGENDA 1) Request from Fellowship Bible Church to extend water and sewer service to the church property, located on the southeastern side ofthe intersection ofMiddle Road (Route 628) and Apple Valley Road (Route 652). 2) Discussion regarding a new land use study for the Route 11 North corridor area. 3) Other. Staff h as been directed to advise all committee members that access to the County Administration Building for night meetings that do not occur in the Board room will be limited to the back door of the four-story wing. I would encourage committee members to park in the county parking lot located behind the new addition or in the Joint Judicial Center parking lot and follow the sidewalk to the back door of the four-story wing. U:\Evan\Common\Cpps\091399.CPPSMeeting.wpd 107 North Tent Strut - Winchester, Vir;anla —12601-5000 ITEM #1 FELLOWSHIP BIBLE CHURCH - SEWER AND WATER SERVICE REQUEST In December 1996, the Comprehensive Plans and Programs Subcommittee (CPPS) considered a request from Fellowship Bible Church to allow for the provision of sewer service to the church property. This proposal involved the development of an on-site pump station and a force main sewer line which would connect to the Westridge Subdivision located within the City of Winchester. Correspondence from the Frederick County Sanitation Authority (FCSA), dated March 21, 1997, stated that the FCSA Executive Committee would be amenable to this concept, provided that the pump station and force main only served the Fellowship Bible Church property and was privately owned by the church, and that the church enter into an agreement with the FCSA to ensure that the pump station and force main would not be dedicated to others without the consent of the authority. The CPPS did not want to include this property in the Sewer and Water Service Area (SWSA), and did not believe that allowing for the extension of sewer service to this property was appropriate due to its proximity to the nearest sewer system. The CPPS felt that approving this request would establish a precedent which would be followed by others, and advised the church representatives that exceptions for similar uses have been granted; however, they involved extensions of services across public right-of-ways, whereas this request involved tying into a system that was 'h mile away. Fellowship Bible Church has once again petitioned the CPPS for permission to extend water and sewer service to the church property. A letter from Fellowship Bible Church, dated August 26, 1999, states that the church desires to install a 2 '/z -inch force main sewer line and a water line of adequate size to provide fire protection. The church would accomplish this by tying into the Apple Valley Water and Sewer System that is being developed by the FCSA. Correspondence from the FCSA, dated July 21, 1999 indicates that there is adequate capacity in the Apple Valley Water and Sewer System to accommodate this request. A map depicting the location of the SWSA is included with this request which depicts the proximity of the Fellowship Bible Church property to the current boundary. Staff requests that the CPPS review this information for discussion purposes and forward a recommendation to the Planning Commission and Board of Supervisors for final disposition of this matter. Kent Street Winchester, Va. 22601 Dear Mr. Wyatt, We a Fellowship Bible Church are hereby requesting permission to connect to Frederick County water and sewer lines currently extended to the new Coke Cola plant on Apple Valley Road. If our request is granted, we expect to install a 2 '/z inch forced sewer line and a water line adequate to provide fire protection. These lines would run approximately three quarters of a mile on the southwest side of Apple Valley Road ( same side as the coke plant). Our church facility is located at the intersection of Middle Road and Apple Valley Road and currently uses two septic fields for waste disposal and a 340' deep well for water service. Our church was established at its present location in 1984 and grew to 150 in number by 1990. Since that time we have grown to over 700 in attendance at our three Sunday services. While our core mission of worship, teaching and fellowship is our primary focus, we are actively involved in the Frederick County community by means of non- denominational youth programs (k through college age), pregnancy counseling, and food programs for those in need, just to name a few. Our growth has compelled us to plan a facility expansion program in three phases. The first phase will include a multi-purpose building with a seating capacity of approximately 800 which alternatively can be used as a gymnasium facility. The Board reprioritized the tasks identified during the Planning Commission Retreat and established this land use study as a higher priority than the Rural Area Development Issues. Included with this agenda item is a ten step approach proposed by staff to accomplish this task. Staff would like to discuss and finalize this approach with the Comprehensive Plans and Programs Subcommittee (CPPS) during the meeting. Staff will present mapping of this area for review with the CPPS. The CPPS will be asked to establish and recommend a study area boundary for this project which will be presented to the Board of Supervisors during their September 22, 1999 meeting. -6- LAND USE STUDY APPROACH The following proposal recommends an approach to accomplish the land use study that was assigned to the Comprehensive Plans and Programs Subcommittee (CPPS) by the Board of Supervisors during their August 25, 1999 meeting. Staff will present this approach to the Planning Commission and Board of Supervisors for approval following agreement by the CPPS. Approach 1) Establish a study area boundary as recommended by the CPPS and present to the Board of Supervisors for concurrence. 2) Develop thematic mapping information for the study area to include existing and proposed transportation systems, utilities, zoning, land use, political, environmental, and historic coverages. 3) Develop information for the study area and undertake a van tour with CPPS. 4) Conduct two visioning meetings to obtain input from the general public regarding the issues of concern within the study area. Send notification to all property owners within the study area boundary advising them of the locations and dates of the visioning meetings. 5) Conduct information meetings to obtain input from specific groups and committees, including the Economic Development Commission Business Attraction Committee, the Industrial Parks Association, the Chamber of Commerce, the Top of Virginia Builders Association, the Frederick County Farm Bureau and other identified organizations. 6) Conduct a work session with the Board of Supervisors, Planning Commission, and CPPS. Present the results of the visioning meetings and receive direction and general comments from the Board of Supervisors and Planning Commission. 7) Work with the CPPS to develop various land use study alternatives based on input received from the various information meetings and to develop a preferred alternative land use plan. 8) Conduct a final work session with the Board of Supervisors, Planning Commission, and CPPS to finalize the preferred land use plan alternative. 9) Conduct two additional public information meetings and meetings with various organizations to present the preferred land use plan alternative for information and discuss purposes. 10) Hold public hearings at the Planning Commission and Board of Supervisor levels for adoption of the land use plan.
