Wyatt, Deputy Director RE: June Meeting DATE: May 29, 1998 The Frederick County Comprehensive Plans and Programs Subcommittee (CPPS) will meet at 5.00 p.m. on Monday, June 8, 1998 in the parking lot behind the County Administration Building, 107 North Kent Street, Winchester, Virginia. The CPPS will depart from this area to conduct a van tour of the Southern Frederick Land Use Study Area. Following the van tour, the CPPS will meet briefly to discuss various issues associated with this study. Included with this memorandum is a map of the Southern Frederick Land Use Study Area which has been revised to reflect the study area boundary recommended by the CPPS, as well as information discussed during the May 11, 1998 meeting. Staff has prepared a memorandum to request a work session with the Board of Supervisors and Planning Commission on July 8, 1998 from 6:00 p.m. to 7:00 p.m. This date will be confirmed or modified by the Board during their June 9, 1998 meeting. Staff will advise the committee of the date of this work session so members can plan to attend. Please contact our department if you will be unable to attend this meeting. UAE VAMCOMMONICPPS\W898.MTG 107 North Kent Street • Winchester, Virginia 22601-5000 ay .tiWI 01 1 1 i • 1) Study Area Boundary • The proposed western boundary limits along Middle Road (Route 628) west of Route 37 was of concern to several committee members. • Frederick County has used Route 37 as a western limit for the Sewer and Water Service Area (SWSA); therefore, including land west of Route 37 to Middle Road could compromise previous policy. • The consensus of the committee was to redraw the study area boundary to follow Middle Road to Route 37, follow the existing SWSA boundary along Route 37, and follow the Opequon Creek. (This removes the acreage that was of concern to the committee) 2) Policy Issues • The primary focus of this study is for future land use and transportation networking; however, the need to extend the SWSA and the Urban Development Area (UDA) may be studied as well. • The committee suggested that if extensions were recommended, the western portion of the study area would only be appropriate for SWSA extension, while the eastern portion of the study area may warrant the extension of the SWSA and the UDA. 3) Land Use • Industrial use may be appropriate along Route 37 as it is extended to the east, while commercial use may be the predominate land use at the interchange areas. • Industrial use needs to consider sites with rail access and sites with distribution potential. • Planned Unit Developments (PUDs) should be considered as a part of this study. 4) Procedure • Committee work including tour of the study area • Work session with the Board and Planning Commission • Community meetings to receive input and develop alternatives 0 Public meetings to finalize land use plan
