Wyatt, Deputy Director RE: July Meeting and Agenda DATE: July 7, 1998 The Frederick County Comprehensive Plans and Programs Subcommittee (CPPS) will be meeting on Monday, July 13, 1998 at 7:30 p.m. in the first floor conference room of the County Administration Building, 107 North Kent Street, Winchester, Virginia. The CPPS will discuss the following agenda items: AGENDA I. Request from Mark Smith, Greenway Engineering, to extend water service to Mr. Lynwood Ritter's mobile home development located on the western side of Hudson Hollow Road (Route 636), in the Opequon Magisterial District, II. Discussion regarding information obtained from the Board of Supervisors' work session for the Southern Frederick Land Use Study. In Other. Staff has been directed to advise all committee members that access to the County Administration Building for night meetings that do not occur in the Board room will be limited to the back door of the four-story wing. I would encourage committee members to park in the county parking lot located behind the new addition or in the Joint Judicial Center parking lot and follow the sidewalk to the back door of the four story wing. Smith, Greeway Engineering, to Evan A. Wyatt, Deputy Planning Director, dated July 6, 1998, requesting connections to the existing water system at Sherando Park to serve property owned by Mr. Lynwood Ritter. This property is identified as P.I.N. 86-A-208, is 5.64 acres, is zoned MH -1, Mobile Home Community District, and is the site of Ritter Mobile Home Park. The county address database identifies five units with addresses on this tract. The CPPS considered requests for extension of water and sewer service to this parcel in December 1994, February 1995, and March 1998. The CPPS recommended that water and sewer service should not be extended to this property during those meetings. Included under this agenda item is a map depicting the proposed layout for water service to the Ritter Mobile Home Park. This proposal involves the tie-in of a two-inch water line to the existing ten -inch water main in Sherando Park which is owned and maintained by the Frederick County Sanitation Authority (FCSA). The two-inch water line would not be accepted by the FCSA; therefore, the installation and maintenance of this water line would be a private issue. Mr. Ritter would need to obtain an easement through Sherando Park to install the two-inch water line as proposed. This would necessitate a favorable recommendation by the Parks and Recreation Committee and verification from the Department of Interior or the their designated state agency (the Department of Conservation and Recreation) to determine if an easement could be granted for this improvement. Mr. Ritter would also need to obtain approval from the Virginia Department of Transportation (VDOT) to traverse Lakeview Circle to install the water line as proposed. Staff asks that the CPPS review this request for final disposition. Kent Street Winchester, Va, 22601 ATT: Evan Wyatt Director of Planning RE: Bubby Ritter — Shereando Park Waterline Connection Dear Mr. Wyatt: Oa behalf of our client, Mr. Linwood Ritter, we are requesting the comprehensive plan review committee review our request to connect a 2" water service line to the existing trailer park in operation by Mr. Ritter. Attached is an exhibit, which shows the 2" service line running parallel to Lake View Circle Rd. then crossing through a wooded area to Mr. Ritter's property lime. once on the property, Mr. Ritter will connect to his existing water system to provide a more reliable service to his trailer customers. As you are aware, this property has a history of request for sewer and water service, of which none have been successfully obtained. This proposed 2" service connection is a very viable and economic solution to provide reliable water service to the trailer park. In past request for sewer and water connections, there was an offer of a tract of land to be given to the Sherrando Park holdings. Please understand that this land is not available with this request due to the cost associated with our proposed sanitary sewer package plant that will be required by DEQ. Staff would like for the CPPS to discuss this information, determine all appropriate issues that require research, and discuss potential dates and times for public information meetings. Staff will utilize this information to begin detailed analysis of the study area and to finalize the logistics for the public information meetings.
