The Frederick County Comprehensive Plans and Programs Subcommittee (CPPS) will be meeting
on Monday, August 10, 1998 at 7:30 p.m. in the first floor conference room of the County
Administration Building, 107 North Kent Street, Winchester, Virginia. The CPPS will discuss the
following agenda items:
AGENDA
I. Request from Mark Smith, Greenway Engineering, to modify the Comprehensive Policy
Plan Eastern Road Plan to relocate, eliminate, and reclassify future road improvements
between Valley Mill Road (Route 659) and Senseny Road (Route 657).
II. Discussion regarding public information meetings and group meetings for the Southern
Frederick Land Use Study.
III. Other.
Please note that theparkinglotlocated behind the CountyAdministration Building will be closed
until October due to reconstruction activities; therefore, I would encourage committee members
to park in the Joint Judicial Center parking lot and follow the sidewalk to the back door of the
four-story wing. Access to the CountyAdministration Building for night meetings that do not
occur in the Board room will be limited to the back door of the four-story wing of the County
Administration Building.

MODIFICATION TO THE EASTERN ROAD PLAN
Please find enclosed a letter from Mr. Mark D. Smith, Greenway Engineering, to Evan A. Wyatt,
Deputy Planning Director, dated August 3, 1998. Mr. Smith would like to present a proposal to the
CPP S which amends the existing Eastern Road Plan. The Eastern Road Plan was created to establish
necessary arterial and collector road connections and improvements within the county's
development area. The plan describes existing and proposed roads according to their functional
classification.
The Eastern Road Plan is contained in the Transportation Chapter ofthe Comprehensive Policy Plan
on the last page. This plan utilizes the following color scheme to classify road functions:
• Red identifies primary arterial roads such as Route 37 and Front Royal Pike (Route 522).
• Magenta identifies minor arterial roads such as Fairfax Pike (Route 277).
• Blue identifies major collector roads such as Senseny Road, Tasker Road and Warrior Road.
• Green identifies minor arterial roads such as Lakeside Drive, Westmoreland Drive and
Farmington Boulevard.
The proposal to be considered by the CPPS includes the following:
1) The elimination of one of the two new major collector roads between Senseny Road and
Valley Mill Road.
2) An adjustment to Channing Drive which is identified as a major collector road to connect
Senseny Road and Valley Mill Road.
3) The reclassification of a portion of the new major collector road that is proposed to be
eliminated to establish a minor collector road connection from Apple Ridge and Senseny
Heights to Valley Mill Road.
4) The extension of a new major collector road from Senseny Road to Millwood Pike (Route
50) which will create a "T" intersection with Sulphur Spring Road.

5) The reclassification of Greenwood Road between Senseny Road and Sulphur Spring Road
from an existing major collector road requiring improvements to a local road without
improvements.
Included in your agenda package is a map prepared by Greenway Engineering which depicts these
revisions. This map utilizes the same color scheme that identifies road classifications on the Eastern
Road Plan. Staffhas numbered the map prepared by Greenway Engineering to reflect the revisions
enumerated above. Mr. Smith will provide additional information at the meeting for consideration
by the CPPS. Please review this information for discussion purposes and contact staffif you have
questions or comments.

Dear Mr. Wyatt:
Enclosed is a current copy of the Eastern Road PIan from the Comprehensive Policy Plan dated 1996 which
highlights the area of discussion. Also enclosed is a 1" = 2000' scale proposed re -alignment plan which
incorporate an accurate base map along with USGS topographic considerations. We are requesting that this
information be forwarded to the committee members for their review, prior to the CPPS Meeting. At the
meeting we will present larger scale versions with additional information and explaining our analysis for
the proposed road alignment.
Thank you for your previous meetings with me and your input in developing this proposed re -alignment. I
look forward to presenting this at the Comprehensive Plans and Programs Sub -committee meeting.

SOUTHERN FREDERICK LAND USE PLAN DISCUSSION
During the July 13,1998 CPPS meeting, staff presented information obtained during the July 8,1998
work session with the Board of Supervisors for discussion. The CPPS considered this information,
advised staff of issues to analyze, and discussed potential locations for public information meetings.
The following page lists issues that are being analyzed by staff at this time. Please review this
information and advise staff of additional information that is desired to be incorporated into this list.
Staff would like to discuss this issue, as well as issues pertaining to the public information meetings
during the August meeting.
SOUTHERN FREDERICK LAND USE STUDY INFORMATION QUERIES
1) Total acreage of the study area.
2) Amount of acreage in the study area that is within the UDA and SWSA.
3) Total acreage of properties in the study area within each zoning district.
4) Total acreage of developed and vacant properties within the study area and within each
zoning district.
5) Number and location ofproperties that are within specific thresholds (ie. Less than one acre,
one to five acres, five to ten acres, etc...) within the study area and within each zoning district.
6) Number of property owners within the study area boundary.
7) Name and address ofproperty owners within the study area boundary (necessary to develop
a mailing list for the study area).
8) Location and number of properties within the study area that are served by the FCSA, the
City of Winchester Public Utilities, or are not currently served by either agency.
9) Location of fire and rescue service districts within the study area boundary and the number
of properties served by each district.
10) Location of current school districts within the study area boundary and the number of
properties served by each district.
11) Total acreage within woodlands, steep slopes, and flood plain.
12) Amount of acreage and location ofproperties in the study area that is within historic districts,
potential historic districts, or contains potentially significant historic structures.
13) Average daily traffic (ADT) generation for Interstate, arterial, and collector road systems.
14) Amount of acreage and location of properties which contain soil types identified as prime
agricultural soils.
