There will be a meeting of the Comprehensive Plans and Programs Committee on April 10, 1995
at 7:30 pm in the Conference Room of the Old County Court House.

AGENDA
1. Presentation and discussion of mapping prepared of the Round Hill Community.
Staff has completed much of the mapping needed to evaluate the existing conditions
within and around Round Hill. We will have these maps on display at the committee
meeting and will plan to use them at the public meeting in Round Hill.
2. Discussion of public meeting date, location, format and notice.
We have reserved the Round Hill Fire Hall for May 8th, at 7:30, which is our regular
meeting night and time. We inquired about the availability on the following Saturday
(the 13th), however, the building has been reserved for a reception. If the Committee
feels a second meeting is necessary, we can try another date or another location.
Staff has also drafted a notice (a copy of which is attached) which can be mailed to
community residents. We would like the committee's input and approval of the meeting
notice.
3. Review of slides for the public meeting.
Staff has taken a number of slides of the Round Hill area and will present them to the
Committee.

Policies and Regulations for Round Hill
Why Another Study?
As many area landowners are aware, the county
recently evaluated the potential for providing sewer
service to your community. A consultant was hired
to prepare a report on possible means of serving
the area. The study pointed out a number of
possibilities, all of which involve substantial cost
and the need to acquire easements from
landowners in order to install a system. No public
sewage disposal method will be possible without
the support of community residents.
In addition to outlining the types and costs of
various disposal methods, the report focused
attention on a number of issues. The most obvious
being how to pay for the installation and
maintenance of a system. The question of what
effect the availability of sewer would have on
development within and around the Round Hill
community also was raised. It was determined by
the County Board of Supervisors that questions
concerning growth controls, where boundaries
should be drawn for the service area, whether
residents want this service, how the installation and
maintenance would be funded, and perhaps most
importantly, what effect the availability of sewer
would have on the character of Round Hill and the
surrounding area, needed to be answered.
Given these and other questions, Frederick County
is undertaking another study of the Round Hill
Community. This time with the hopes of
determining what, if any, changes should occur in
policies and regulations governing the area. The
provision of sewer is only one of the issues. The
Board of Supervisors want to know what the
landowners in the area think. Are there aspects of
the community you want to try and protect? How
do you feel about additional commercial or
residential growth? What sort of limits need to be
established?
What Happens Next?
The County's Comprehensive Plans and Programs
Committee (CPPC) is conducting the study, they
will be holding a meeting at the Round Hill Fire
Hall on May , 1995 at 7:30pm. All interested
landowners and residents are urged to attend.
The Committee will be presenting information on
the existing regulations affecting Round Hill along
with some general statistical information on
existing population, zoning, traffic and land use.
They will also have estimates of how much growth
could occur within the community based on the
existing regulations and under the assumption that
sewer were to be provided.
The Committee needs to hear from you. This is an
opportunity for area landowners to voice their
opinions and concerns. The input from this and
possible fixture meetings will directly effect the
policies that are established for your community.
