There will be a meeting of the Comprehensive Plans and Programs Committee on June 14,
1993, at 7:30 pm in the Conference Room of the Old County Court House.
Please let me know if you are unable to attend.
AGENDA
Discussion and presentation of materials assembled to date for corridor studies.
The staff has prepared zoning maps for each corridor and is in the process of
putting together other needed information. Attached is an outline for the
study format which indicates the information prepared to date. Also attached
is basic acreage totals for each area.
2. Discussion of proposed public meeting dates and format.
Attached is an outline the staff has developed which lays out a format for the
public meetings. The staff would like to suggest one meeting for the route 50
and Route 7 corridors. This meeting might be held at the Senseny Road
Elementary school. We would like to propose the meeting be held on the
Committees normal meeting date, July 12. A second meeting involving the
Joint Frederick County, Stephens City Committee could be held in the
Stephens City area on the Route 11 corridor. This meeting might be held on
the 26 of July.

rates for the square footage of development that would be possible
given the existing vacant land zoned for business, industry, offices, etc.

We may want to hold two sets of meetings. A first round to introduce the idea of
the studies and get input on issues and a second to show alternate development
scenarios with regulations drafted to achieve the preferred alternative.

ZONING CLASSIFICATION
I. INTRODUCTION Introduce staff and committee members.
Purpose of meeting to get input on issues and concerns relating to or affecting
corridors.
Purpose of study: to develop plans for each corridor covering traffic, land use,
aesthetics and the environment which are aimed at producing efficient "user
friendly" corridors.
What is a Corridor Study?
Give background on Comprehensive Plan, what is it, list relevant goals
from the plan.
Urban Development Area and Sewer and Water Service Area, explain
what these are.
Differentiate these concepts from what the corridor studies are
and what they will focus on.
The corridor studies are a more detailed look at specific areas of
the county that are similarly situated and facing similar
challenges
Issues to be addressed in the study
Number of traffic lights
Number and location of access points
Aesthetics
Protection of environmental and historic features
Others?
II. WHY THESE CORRIDORS? (RT 37/11/81 interchange will be addressed
through Rt. 37 study.)
Maps/Slides: Convey information on the existing situation versus potential
build out
Statistical Information in either chart or map form, or both:
acres in study areas
existing square footage
existing land use
potential build out
existing zoning
traffic projections
water sheds
location of sewer/water
steep slopes

Visual information: Existing appearance leaves room for improvement.
Demonstrate with slides/drawings of development scenarios
depicting the effects/appearance of development with and
without transportation improvements, and design, frontage, access
and landscape regulations.
III. WHAT OTHER ISSUES SHOULD BE ADDRESSED? Depending on size of
audience, break-up into groups or have an open discussion with the whole
group.
Give those in attendance a survey form and a map of the study area(s)
to markup. Have them indicate areas where problems exist or
improvements are needed locations for new roads, etc.
Facilitator(s) for the group(s) with the object being to get a list of issues.
Write down any thing general or specific.
Time permitting, reassemble and boil lists down to one, combine or
eliminate duplicates.
IV. CONCLUSION Give anticipated time frame for developing plans
Additional public meetings in the fall with presentation of draft plans to
be adopted prior to the end of the year?
