Tierney, Deputy Planning Director RE: Meeting Date and Agenda DATE: August 3, 1993 There will be a meeting of the Comprehensive Plans and Programs Committee on Monday, August 9, 1993, at 7:30 pm, in the Conference Room of the Old County Court House. Please let me know if you are unable to attend. AGENDA 1) Discussion of issues raised at Corridor Study Public Meetings The staff has prepared a summary of the issues raised at the two public meetings held on the corridor areas. These should help to guide us in the formulation of goal statements for each of the corridor areas. The summary is attached. 2) Discussion of Comprehensive Plan Meetings this Fall. The Committee needs to try and set tentative dates for Comprehensive Plan meetings. At this point, staff does not anticipate any significant revisions to the plan other than the annual update of statistical information and the addition of a brief statement regarding the development of our rail corridors. We will be contacting agency and department heads in the next week or so to try and arrange an organizational/coordinating meeting to discuss the format for the Comp. The staff has begun to revise the forms which are sent out to County Departments for information on proposed Capital Improvements. We have also begun an effort aimed at getting the Administrative Office and the Finance Department to take a more active role in the formulation of the CIP. We are trying to arrange a meeting with John Riley, Finance Director Cheryl Shiffler and the staff to discuss a revised approach to the CIP formulation. At minimum, we hope to have a representative of the Finance Department at each meeting the CIP is discussed, and have the information request forms go out under the Administrator's signature. KCT\slk attachment COUNTY of FREDERICK Department of Planning and Development 703 / 665-5651 Fax 703/678-0682 MEMORANDUM TO: Board of Supervisors Planning Commissioners Comprehensive Plan Subcommittee Members From: Ron Lilley, Planner II RE: Summary of Corridor Planning Public Meetings Date: August 3, 1993 This is to provide a summary of the two public meetings that were held in July on the Corridor Planning effort. The July 12 meeting at Senseny Road Elementary School focused on the Route 7 Corridor and the Route 50/522 Corridor. About 75 persons attended the meeting, including various County officials. The July 26 meeting at Aylor Middle School focused on the Route 11 Corridor. About 50 persons attended, again including various County officials. At both meetings, a number of concerns were raised that were felt to be important to address in this planning effort. These are summarized by corridor on the attached sheets. For each corridor, the biggest concern was the overall transportation network. The Comprehensive Plan Subcommittee and the Joint Stephens City/Frederick County Planning Committee will be formulating plans as a follow up to these meetings. The current schedule is to complete these plans by the end of the year, perhaps having a follow-up meeting for the residents of the corridor study areas to explain the plans. Vehicular Traffic/ Circulation - Want better connections to north and south from Route 50 - Safety/ Intersection control -- signal at GW Motors -- need improved sight distance from Purdue Road towards east on Route 50 -- Airport Road at Route 522 - Maintenance of roads and painted lines 2. Character of Development - want buffers between homes and highways - Need to decide/set policy: -- should 522 be residential or commercial? -- should corridor frontage be primarily for commercial? - insure standards are adequate before allowing development 3. Business Viability - avoid hiding businesses - some businesses are going out of business 4. Other - inadequate drainage on 522 between Garber's Ice Cream and Wilson Trucking - septic system problems (50/522 area) Route 7 1. Vehicular Traffic/Circulation - 1-81/Route 7/Valley Mill Road intersection -- congested -- future development might make congestion worse - Want better connection between Route 7 and Senseny Road - Need improved sight distances at some intersections along corridor - Need safety/intersection control at Greenwood Road/Route 7 intersection 2. Property Rights - Maybe existing standards are adequate (don't impose more unless truly necessary) Route 11 1. Vehicular Traffic/Circulation - want overpass across I-81 to allow east -west connection - want coordinated network with Town of Stephens City - provide pedestrian and bicycle paths - noise and traffic volume near Redwood Motel should be limited - limit speeds on Route 11 to 45 mph max. - want improvements for Route 649 safety (Bartonsville curves) 2. Character of Development - want low impact (low density) - want compatible with existing development (driving range lights need shielding) - want good development standards - some residential between Stephens City and Bartonsville - some industrial near railroad (if careful with truck traffic) - a good restaurant would be nice (not a drive-in or fast food chain) - want to maintain rural appearance - buffer development from Bartonsville historic resources (sight and noise) - need some commercial and industrial development in the County 3.
