MINUTES OF THE PREVIOUS MEETINS The minutes of the last regular and of the special meeting of April 23, 1937, were read and unanimously approved. COAL AT COURT HOUSE, CLERK'S OFFICE AND COUNTY HOIE On motion, it is ordered that the contract for coal at - the Court House, Clerk's Office and County Home, be awarded to The C. L. Robinson Ice and Cold StoraEre Corporation at the price of $4.50 per ton as per their letter of May 6, 1937. REPORT OF MISS FARRAR Miss Elizabeth Farrar, Home Demonstration Agent, presented her report and the same was unanimously approved. REPORT OF I. FRED STINE I. Fred Stine, County Agent, presented his report and the same was unanimously approved. RELIEF CASES It is ordered by the Board of Supervisors that all relief cases for food, clothing, medicine and medical care shall be handled by the Frederick County Public Welfare Office and no bills for services pertaining to the same, except emergencies, without previously being taken up with the Frederick County Public Welfare Office, will be recognized by the Board of Supervisors. REPORT OF MRS. NALLEY Mrs. Eulalia Nalley, Superintendent of the Board of Public Welfare, presented her report amd PETTY CASH the same was unanimously approved. On motion, it is ordered that the Clerk draw a check to H.L. McCann, Treasurer for $12.53 for the Petty Cash Account. Bills totaling $5,660.41 were approved and ordered to be pail by checks numbered 2038 to 2094, inclusive, from the General County Fund. Bills totaling $236.55 were approved and ordered to be paid by checks numbered 135 to 144, inclusive, from the Dog Fund. Bills totaling $678.70 were approved and ordered to be paid by checks numbered 313 to 359, inclusive, from the Virginia Public Assistance Fund. LEVIES This special meeting was called for tax payers to appear before Board to approve or disapprove of the levy as set,for the fiscal year beginning July 1, and ending June 20, 1938; and there being no tax payers appearing before the Board, the levy as set, except a District Road Levy for Shawnee District is revised and shall read 5 cents on the $100.00 instead of 7 cents; and after due consideration of the general county expenses, it is ordered that the General County Levy be made 50 cents on the $100.00 in- stead of 55 cents as set up in the budget. P Bradford, Director of the Budget. C HANGES IN CLERK'S OFFICE The Perry Construction Company appeared at this special meeting and it is ordered that they change from the plans as drawn for the Clerk's Office, on the 2nd floor. The men's toilet which shall be 7' x 6' on the inside and a partition at "A" shall turn at right angles across the west end of the toilet leaving an opening in the west end of the 2nd floor office room to ektend back to the Southwest corner to a window; also it is ordered that a window be placed in the 'Kest end of the old structure in the 2nd floor to match the other windows in the old building. It is also ordered that the Perry Construction Company place a window on the 1st floor, in the Northwest corner, west elevation, to match the other win- dows in the said old building and the only lost to be charged for these changes is for the two regular size windows and shutters which are not specified in the plans. This change is accented 'and agreed to by the Perry Construction Company's foreman. It is further ordered that Hansbrough & Carter be notified that the placing of this window in the 1st floor room will interfere with the cornice on the Bantz property and they, being the representative of the owner of the said Bantz property, are to remove the cornice which interferes with the said window. 108 T RA14SFER OF FUNDS It is further ordered by the Board of Supervisors that the sum oJ $8,137.45, held by the Treasurer in a special construction fund, be transferred to the General County Fund and the Treasurer is hereby directed to make this transfer. It is ordered that the Board do now adjourn. Clerk At a regular meeting of the Board of Supervisors of Frederick County, Virginia, held at the Court House thereof, on Monday, June the 14th, 1937. PRESENT::, C. I. Brumback, Chairman, W. H. Branner, C. M. Rosenb E. W. Adams, Phil H. Gold, and Harry L. McCann, Treasurer. MINUTES OF REGULAR AND SPECIAL MEETINGS The minutes of the regular meeting of May 10, 1937, and the special meeting of May 17, 1937, were read and approved. BUDGET FOR SECONDARY ROADS Mr. W. L. Poston, Resident Engineer, presented a budget for the construction and maintenance of the secondary roads of Frederick County for the fiscal year beginning July 1,'1937, to July 1, 1938, and on motion of W. H. Branner, seconded by Phil H. Gold, the same was unanimously approved. BARR ROAD FROM 644 TO ROUTE 50 No funds being available, this matter is deferred. BRIDGE AT MINE ROAD No funds being available for building abridge over Cedar Creek at Mine Bank at this time, this matter is deferred to a later date. REPORT OF T. W. RUSSELL T. W. Russell, Superintendent of the County Home, made his report and the same was unanimously approved. JAPANESE BEETLE CONTROL On motion, it is unanimously ordered that Fifty Dollars ($50.00), be appropriated to be used for containers to trap any Japanese Beetles that may be in this section. PERMISSION FOR SCHOOL BOARD TO BORROW MONEY The School Board of Frederick County appeared before the Board of Supervisors with a resolution requesting that they be permitted to borrow $9000.00 for teachers salaries and other expenses. Said resolution was approved unanimously. I 109 REPORT OF MISS FARRAR Miss Elizabeth Farrar, Home Demonstration Agent, presented her report and the same was unanimously approved. REPORT OF MISS NALLEY Miss Eulalia S. Nalley, Superintendent of Public Welfare, pre- sented her report and the same was unanimously approved. ADDITIONAL MILEAGE ALLOWANCE FOR MISS NALLEY It is ordered by the Board that Eulalia S. Nalley be allowed an additional $15.00 per month for travelling expenses. PUBLIC WELFARE FUNDS By resolution, the Board applies to the Department of Public Welfare for the sum of $5,028.99 to be matched by $3,017.74 of County funds for poor relief expended by Public Welfare. LOST WARRANTS It appearing to the Board that warrants Nos. 332 and 338, pay to Phil H. Gold for $6.00 each have been lost and on motion it is ordered that two additional warrants be drawn for $6.00 payable to the said Phil H. Gold. HOURS BEER TO BE SOLD On motion the following resolution was unanimously adopted. "Be it resolved by the.Board of Supervisors of Frederick County that existing regulation: permitting holders of on premise beer licenses to stay open all night Saturday and on Sunday should be changed because. of lawlessness and disorder resulting therefrom and this Board respectfully petitions the A. B. C. Board to adopt a regulation requiring all such entertainment in Frederick County to close before hours of Midnight Saturday night until 5 A. M. Monday morning. The Clerk is directed to transmit a copy of this resolution to the A. B. C. Board "; Checks Nos. 2095 to 2160, inclusive, totaling $6,926.95 were approved and ordered to be paid from The General County Fund. Bills totaling $574.59, were approved and ordered to be paid by checks Nos. 360 -399, from The Virginia Public Assistance Fund. Sheep claims totaling $146.35 were approved and ordered to be paid by Checks Nos. 145 -149, inclusive, from The Dog Fund. It is ordered that the Board do now adjourn. 1PA f, 110 At a special meeting of the Board of Supervisors of Frederick County, Virginia, held at the Court House thereof, on Tuesday, July 6, 1937. PRESENT: C. I. Brumback, Chairman, P. H. Gold, W. H. Branner, E. W. Adams, C. M. Rosenberger, H. L. McCann, Treasurer and J. W. Newcome, Sheriff. PLASTERING CLERK'S OFFICE The contractor asked for an answer on their proposition of remov the plaster in the old part of the Clerk's Office at an additional cost and the Board's answer to said request is that they must follow the specifications as written by the architect, and the Board asks the Contractor to submit a proposition as to changing the final finish of all interior plastered walls and ceilings to a sand finish wall and ceil- ing, color to be ivory except the three (3) offices on the 1st floor of the west end of said building which shall be white sand finish, thus eliminating all paint on plaster. DOOR AT CLERK'S OFFICE It is ordered by the Board that the Perry Construction Company's bid of $228.00 for erection of the front door and steps to the Clerk's Office as per specifications as presented by Architect McCallum is accepted by the Board of Supervisors and becomes a part of the original contract at the additional price of $228.00. I11 TRANSFER OF FUNDS It is ordered that the sum of $679.00 be transferred from the General County Fund to the Public Assistance Fund. CLERK'S OFFICE The following estimate was received from Perry Construction Com- pany= July 12th, 1937 Board of Supervisors, Frederick County, Winchester, Virginia. Gentlemen: In regard to your request that the finished coat on the walls be changed from a smooth finish with paint to a sand finish, I wish to advise that we have figured on whi sand finish in the Treasurer's and Commission of Revenue Office and an ivory color fini obtained with the use of yellow ochre in the Clerk's Office and the new part over the Treasurer's Office. For the elimination of the painting of these walls we would allow you theccredit of $100.00. You will note that it will be impossible to sand finish the old part on the second flooroastthe present plaster is to be left on the walls and will, therefore, be necess to patch and paint as previously specified. We would suggest that you use this $100.00 saving and allow us to take off all of the old plaster on the second floor of the old portion and to re- plaster new and finish with yellow ochre sand finish. Very truly yours, PERRY CONSTRUCTION COMPANY, BY FRED L. GLAIZE, JR. On motion the same is accepted providing the Company puts in a vent in the toilet in the Clerk's Office without additional cost. This being a change from the original contract. REFUND OF PRIMARY FEE It is ordered that a warrant for $4.80 for refund of deposit on primary fee to Blackburn Moore. On motion it is ordered that a committee of B. P. Harrison, Commonwealth's Attorney and C. I. Brumback, be appointed to investigate the matter of the appointment of a Clerk of the Trial Justice Court of Frederick County. F 112 CLERK FOR TRIAL JUSTICE, AUTHORIZED On motion, it is ordered that A. J. Tavenner, Trial Justice of this County, be and he hereby is authorized to employ a Clerk for the Trial Justice Court this County, at a salary of $240.00 annually, payable monthly. Bills totaling $8,401.10, were approved and ordered to be paid by Checks Nos. 2162 to 2208, inclusive, from the General County Fund. Bills totaling $702.18, were approved and ordered to be paid by Checks Nos. 400 to 444, inclusive, from the Virginia Public Assistance Fund. RUSSELL The minutes of the last regular meeting were read and--unanimously T. W. Russell, Superintendent of the County Home, made "a report foi the month of July, 1937, and the same was unanimously approved. RESOLUTION TO BORROW MONEY Be it resolved that C. I. Brambac: be appointed a committee to borrow on the credit of Frederick County, the sum of $7500.00 at interest not to exceed 4% per annum to be used to meet current expenses and borrowed in anticipation of current revenue to be repaid not later than Dec. 15, 1937. Said sum of $7500.00 does not exceed 25% of the anticipated income from the general county levy and power and authority is granted to said C. I. Brumback as Chairman of this Board and C. C. Brannon as its Clerk to execute a note of the Board evidencing the above obligation. PETTY CASH ACCOUNT On motion, the Clerk is directed to draw a warrant payable to Harry 4.. L. SALARIES OF SUPERVISORS Whereas, there remains an unpaid balance of $400.00 for the salaries of the members of the Board of Supervisors for the year ending June 30, 1937, and a motion was made by E. W. Adams, seconded by W. H. Branner that checks be drawn for the amount of $80.00 to each Supervisor for unpaid salary. A recorded vote was taken on said motion as follows. For said motion - Mr. Adams, Mr. Rosenberger, Mr. Gold, Mr. Branner and Mr. Brumback. Against sa motion - None. Whereas said motion was carried and the Clerk is directed to draw these checks. Bills totaling $6,816.95 were approved and ordered to be paid by Checks Nos. 2209 to 2353, inclusive, from The General County Fund. Sheep claims totaling $65.50 were approved and ordered to be paid by Checks Nos. 162 to 165, inclusive from the Dog Fund. It is ordered that the Board do now adjourn. EXTENSION OF ROUTE 221 On motion the following resolution was unanimously adopted: "Whereas the O'Rear farm,lying a short distance south of the end of Route ,#221 of the secondary highway system,is without a road and whereas this valuable farm was formerly in the County Road System, therefore this Board requests the State Highway Commissioner to extend Route #221 to the gate leading to the residence of said farm ". REDOTT OF MISS FARRAR Miss Elizabeth Farrar, Home Demonstration Agent, submitted her report for the month of August, 1937, and the same was unanimously approved. TRANSFER OF HOME DEIAONSTRATION AGENT A request from the District Home Demonstration Agent, wasi.re- ceived, asking this Board to approve a transfer of Miss Elizabeth Farrar to another County and that we accept Miss Madeline Blair to take the position as Home Demonstration Agent in her place. With regrets the Board accepts the transfer and on behalf of the Home Demonstration members this Board desires to extend Miss Farrar a rising vote of thanks for the energy and efficiency in which she has performed this work for the past 7 years. . SECRETARY FOR MRS. NALLEY As of September 13, 1937, Mae Fletcher will be employed as full time secretary to Mrs. Nalley in the Publis Assistance and Welfare work at a salary of $48.00 per month. INSURANCE FOR COUNTY OFFICE BUILDING On motion, it is ordered that $10,000.00 insurance be carried on the County Office Building. INSURANCE FOR CONTENTS OF COUNTY OFFICE BUILDING On motion, it is ordered that $15,000.00 insurance be carried on the contents of the County Office Building, and J. W. Baker is ordered to write a policy for three (3) years on the contents of the County Office Building and tke addit al insurance shall be given to 0. L. Jamison and I. N. Good. $3000.00 to 0. L. Jamison and $4000.00 to I. N. Good. Said additional insurance making a total of $10,000.00 on the County Office Building 116 At a special meeting of the Board of Supervisors of Frederick Coun held at the Court House on Wednesday, September 15, 1937. PRESENT: C. I. Brumback, Chairman, P. H. Gold, C. M. Rosenberger, W. H. Branner, E. W. Adams, J. W. Newcome, Sheriff, H. L. McCann, Treasurer and B. P. Harrison, Commonwealth's Attorney. COUNTY OFFICE BUILDING The representative of the Perry Construction Company appeared befo the Board to turn over to the Board of Supervisors the County Office Building as being c pleted according to their contract and presenting a bill for the balance of contract price with certain minor changes from specifications a total balance of all unpaid portion for contract of said building in the amount of $5456.99. The Board of Supervisors hereby ack- aowledge this balance as being justly due Perry Construction Company for which a check will be tendered as soon as certain changes are made on shutters which do not fir• Said r changes are as follows: Shutters on 1 window which are warped and are to be straightened to fit the window. Shutters of 2 windows which are toonarrow are to be stripped with wood to fit window and several windows the shutters do not come down to the window sill to be stripped on the bottom to close excessive opening. ROAD FROM ROUTE 707 Whereas, a rural mail route leading out of Gore across timber ridge passes over a certain piece of road leading from Route 707 intersecting with Route 702• which intersection is not included in the secondary system, and it is unanimously ordered by the Board of Supervisors that the State Highway Department be asked to take this secti of road in the secondary highway system and the Clerk is diredted to transmit a copy of this resolution to the State Highway Department at Richmond.
