Tyler Klein, AICP, Planner Others Present: Patrick Sowers, Jeremy Tweedie The meeting called to order at approximately 7PM. Staff noted the Board had acted to approve the ordinance amendments to include medical offices as a conditional use in the RP (Residential Performance) and RA (Rural Areas) Zoning District on July 12. Staff thanked the committee members for their efforts on this item. Staff also noted the Planning Commission during their discussion on June 7 did not send the proposed text amendment to allow two (2) employee’s as part of a cottage occupation to the Board and there would be no further action on this proposal at this time. Item #1 – Residential Separation Buffers. Additional discussion of a request to include an opportunity to modify residential separation buffers in the RP (Residential Performance) Zoning District. Staff facilitated a discussion regarding residential separation buffer requirements in the RP (Residential Performance) Zoning District, and potential opportunities to amend the text to provide flexibility for infill-type development. Staff noted this item was previously discussed at the April 27 and May 25 DRRC meetings, pertaining to an Applicant request to allow a reduction, elimination or modification to the residential separation buffer requirements. This item was forwarded to the Planning Commission for discussion at their June 7 regular meeting. The Planning Commission requested that the proposed amendment go back to the committee for additional discussion. DRRC members noted a concern with reducing the buffer distances and what the potential impact may be on adjacent established uses and individual property owners. Also discussed was buffer plantings, maintenance, and upkeep including the requirement for six (6) foot tall board-on-board fence as part of a “full screen.” The applicants for this request, Mr. Patrick Sowers and Mr. Jeremy Tweedie, noted their concerns in implementing this part of the ordinance, and the potential limitations to infill-type development in the RP zoning district. It was further discussed to change the matrix included in the applicable Zoning Ordinance section, to allow for Type A and Type B buffers in lieu of Type B or Type C buffers where the adjoining/existing use/development was single-family detached or single-family zero lot line or small lot respectively. Staff noted they would speak to other staff and the Zoning Administrator and determine if this change would be enforceable and consistent with the intent of the Zoning Ordinance. Staff stated they would provide a revised draft ordinance for consideration at the August meeting; in addition staff agreed to provide renderings of potential buffer scenario’s for consideration. Other. Staff introduced a request to explore including “solar farms” as a conditional use in the RA (Rural Areas) zoning district; noting the request originated with Jeremy Tweedie regarding a potential user. Staff noted if the committee had interest staff would bring a draft and additional information to an upcoming meeting. The DRRC expressed interest in reviewing additional information at a future meeting. The next meeting is August 24, 2017. The meeting concluded at 8PM.
