Item #1 – Election of Officers. As stipulated in the Development Review & Regulations Committee
Operating Procedures, a Chairman and Vice Chairman will be elected during the first meeting of each
year.
Mr. Gary Oates made a motion to re-appoint Chairman Greg Unger and Vice Chairman Kevin Kenney to
their respective positions for calendar year 2017, the motion was seconded by Mr. Jay Banks and
unanimously approved.
Item #2 – Chiropractors as a Conditional Use in the RP District. Discussion on a request to include
chiropractors (medical offices) as a condition use in the RP (Residential Performance) Zoning District.
Mr. Tyler Klein provided an overview of the change to the ordinance, including the Standard Industrial
Classification (SIC) definitions of “doctor and medical offices” which included chiropractors and the
drafted revision to the Zoning Ordinance which included doctor and medical offices as a Conditional Use
and supplemental use regulations, which adhere to and implement General Business (B2) Zoning District
design standards.
Mr. Oates commented on the supplemental use regulations proposed regarding the Condition Use
needing to be served by public water and sewer. He further noted that if the site met the Health
Department standards for on-site well and septic that it should be sufficient. Other DRRC members
concurred with his comment, and Staff noted it would be removed from the supplemental use
regulations.
Staff also noted that a site plan would be required for any proposed doctor’s office in the RP district as a
condition of a Condition Use Permit (CUP) application, and this would address site landscaping and
screening, parking and buffering from adjacent properties. Staff noted it would also be subject to the
County’s lighting standards and sign requirements.
Changes were sent forward to the Planning Commission for discussion.
Item #3 – Permitted and Conditional Uses in the RA District. Discussion on potential additional
permitted and conditional uses in the RA (Rural Areas) Zoning District.
Staff provided an overview of the potential new by-right and condition uses for the Rural Areas Zoning
District. This included a list of definitions for new uses such as “Special Events” and “Agritourism.” Staff
noted they had researched and reviewed other localities rural areas uses including those from Fauquier
County, Warren County, Albemarle County, Clarke County and Loudoun County. This list included was
not finalized, and input was being sought by the Committee members on if a) the uses proposed were
appropriate (or not), and b) if there were additional uses that should be explored further for inclusion.
It was proposed by the Committee that the “Special Events Facility” should only be included as a
Conditional Use, to allow staff to evaluate impacts on the property and/or surrounding properties and
roadways. The Committee further discussed the supplemental use regulations for Special Events and
noted they would be okay with the use of portable toilets, pending it was shown on an approved
Illustrative Sketch Plan. Further the Committee added that access should be addressed in the
supplemental use regulations.
One additional change was the reduction in the separation for archery ranges from 1000 feet to 300 feet
in the proposed definition for “Shooting and Archery Ranges.”
Staff noted they would revise the RA section of the Zoning Ordinance to address the comments from the
Committee, and would bring it back for endorsement at the February meeting.
Item #4 – Other Items for Discussion
Staff concluded the meeting requesting that any other Zoning Ordinance revisions that the Committee
would like to have more information on could be submitted to Staff directly via email. Chairman Greg
Unger proposed a reduction in the Building Restriction Line (BRLs/setbacks) for properties on private
access easements/rights-of-way (including primary and accessory structures). Staff stated they would
bring a revision to a future meeting.
The next meeting is scheduled for Thursday, February 23, 2017.
