Item #1 – Permitted and Conditional Uses in the RA District. Discussion on potential additional
permitted and conditional uses in the RA (Rural Areas) Zoning District.
Staff provided an overview of the revised by-right and condition uses for the Rural Areas Zoning District.
Staff noted that since the January 2017 Meeting they had conduced meetings with the Tourism office,
the Virginia Tech Cooperative Extension and property owners (including Cloverdale Barn, Trumpet Farm
and Marker Miller Orchard) regarding the proposed changes. Feedback received from these meetings
including inclusion of “farm stays” as a conditional use, had been incorporated into the documents. Staff
reviewed all of the proposed changes, definitions and supplemental uses for consideration.
Staff also welcomed Claire Boyd and her daughter, owners and operators of Cloverdale Barn, which host
special events. Mrs. Boyd provided comments regarding potentially allowing for “special events
facilities” as a by-right use where they were part of an existing farming operation, and noted her
concern with the requirements for paved parking and screening for restroom facilities, as these were
potentially prohibitive to property owners/operators. The DRRC acknowledged these concerns.
Making no changes as a result of the discussion and public comment, the proposed changes were sent
forward to the Planning Commission for further discussion
Item #2 – Front Setbacks for Accessory Uses on Private Right-of-Ways
Staff provided an overview of the revised front setbacks for accessory structures in the RA (Rural Areas)
district, reducing the requirement from 60’ to 45’, where properties fronted private right-of-ways. Staff
further noted request had been initiated by the DRRC at the January meeting.
Making no changes to the proposed amendment, the revised document was sent forward to the
Planning Commission for further discussion

The next meeting is scheduled for Thursday, March 23, 2017.
