DRRC 10-25-12 Meeting MinutesDRRC Meeting - 10/25/12 Members present: Greg Unger, Larry Ambrogi, June Wilmot, Jay Banks, Gary Oates, John Conrad, Wit Wagner, Dwight Shenk Absent: Kevin Kenney, Roger Thomas, Kevin Crosen Applicants: Ty Lawson Staff: Candice Perkins Item #1 - Master Development Plan Review and Submission Requirements. Group had no comments and was ok with all proposed changes. Item #2 – Tall Grass in Commercial and Industrial Zoning Districts (Chapter 122). Mr. Wagner expressed concern regarding the proposed addition because within their industrial park they have planted open space areas with native vegetation that encourages growth and wildlife. The group recommended that the ordnance only require cutting in the B1 and B2 and only along arterial and collector roadways. Don’t want to see the industrial districts or the B3 included in the proposal. Reasonable cost? Item #3 - RA Setback Reduction. Group had no comments and was ok with all proposed changes. Item #4 - Private Streets in the R5 Zoning District. The applicant stated that they didn’t want to meet VDOT radius, only vertical pavement design. Group stated that we may need to modify the proposed changes to only state vertical. Committee wanted flexibility for design but want VDOT pavement design standards. Don’t want to see subdivisions where the roads will just fall apart. The private roads aren't properly maintained. You need to build the roads to some standard, even if they don't meet VDOT requirements in 15 years. You need to have proper design and proper maintenance of the roads by the HOA. We don't want the county responsible for these but may need a county type auditing and reporting system. If we see a lot more private roads, to avoid future issues, an ongoing maintenance program should be instituted. mandated periodic inspections of the roads. How would this impact schools? FCPS doesn't drive on private schools. What agency would review the maintenance reports? The developer should be setting aside road maintenance funds from the beginning to build up the reserves. Minimum of 10% of the HOA revenue should be set aside for private road maintenance. State code property maintenance - mandates a certain percentage of the HOA dues be set aside for road maintenance.
