In attendance were Members: Kevin Kenney, Claus Bader, Greg Unger, Cordell Watt, Gary
Oates, June Wilmot, Whit Wagner & Paige Manuel
Staff. Senior Planner Susan Eddy & Zoning Administrator Mark Cheran
Zoning Administrator Mark Cheran introduced Senior Planner Susan Eddy who will be
providing staff support o the DRRS. Planner Eddy welcomed new CPPS member Paige Manuel.
Item 1— Election of Officers
Member Thomas was re-elected as Chairman. Member Unger was re-elected as Vice -Chairman.
Item 2 — 2007 Work Priorities
Planner Eddy added more items for consideration as work priorities to the list included in the
agenda packet. These were: business/office zones, the medical services district, inconsistencies
in roads in the ordinance, outdoor storage screening, zoning district buffers and lighting.
Members discussed all of these, and agreed on the following priorities:
High Priority - UDA Ordinances;
High Priority - Business Districts (including new codes, an office district, screening and buffers);
Middle Priority - Corridor Design Standards;
Middle Priority - Road Inconsistencies (primarily staff led);
Low Priority — Lighting
Pending Priority — Medical Support District (do not pursue until decision on Round Hill Plan is
made by the BOS);
Long Range Priority — Comprehensive review of Zoning & Subdivision Ordinances.
Planner Eddy noted that these would be discussed further at the planning retreat in February.
Item 3 — Sign Ordinance
Planner Eddy summarized the decisions that had already been agreed by the DRRS on the
revisions to the sign ordinance.
Planner Eddy then asked for recommendations on a number of sign issues. Agreement was
reached on all of these.
• Restricting the number of freestanding monument signs in a development — restrict to
one in retail zones, do not limit in industrial zones.
• Regulating wall mounted signs in other districts (131, R5 & HE) — allow wall mounted
signs in these districts.
• Defining temporary signs (real estate, construction etc.) — do not define temporary.

• Simplifying the definitions of directional and informational signs - simplify definitions
and allow in all districts.
• Expanding the number of signs not requiring a permit to include flags and small signs
(informational, directional), provided they meet the ordinance regulations - codify signs
that do not require permits, provided they meet the ordinance.
• Limiting zoning districts where off -premise signs will be allowed — allow in all districts
since a CUP is required to insure good planning.
• Should urban center signs (canopy sign, hanging signs) be considered now or when the
UDA related ordinances are drafted — wait for UDA ordinances.
• Should cottage occupation signs be freestanding, wall mounted or both — allow either
but limit to one.
• Do directional and informational signs include both freestanding and wall mounted signs
— both are allowed.
• Should we continue to ignore window signs — ignore window signs.
• Should lighting be addressed — only safety aspects, exterior lighting should be directed
to sign face.
• Re-evaluating the signs allowed in particular districts. (see table on next page) - see
decisions above.
Planner Eddy will incorporate these recommendations into the draft sign ordinances. Other
sections of the ordinance will be changed as needed to insure consistency. Staff will prepare this
for the PC and BOS.
Item 4 — Other
A UDA working group has been set up. Updates from the working group will be presented to
the DRRS for their consideration at the regular monthly meetings. A change to the RP district
concerning elderly housing will come to the DRRS next month. The February meeting will take
place on February 22nd as regularly scheduled.
