DRRC 04-26-07 Meeting MinutesNotes of DRRS Meeting April 26, 2007 at 7:30 p.m. In attendance were Members: Claus Bader, Greg Unger, Gary Oates, Roger Thomas, Kevin Kenney, Paige Manuel, Greg Kerr, Whit Wagner & Charles Triplett Staff. Senior Planner Susan Eddy & Zoning Administrator Mark Cheran Also in attendance: David Frank (CPPS) Item 1 — Business Overlay District Planner Eddy highlighted the elements of the recently adopted UDA study. She explained that the proposed Business Overlay District ordinance was just the first of many that might result from the UDA study. The ordinance was drafted by a working group that included June Wilmot, David Frank and Chris Mohn. It is a simple ordinance to allow neo -traditional development in the B 1 and B2 districts. A rezoning would need to be sought by an applicant to get the overlay. It would only be allowed in the urban centers and neighborhood villages identified in the Comp Plan. Planner Eddy went over the details of the draft ordinance. Various comments were offered by DRRS Members. Chairman Thomas thought 20 acres was too small. He cited similar developments in Yorktown and Newport News. Member Oates suggested in the future consideration of a similar ordinance to allow worker housing in industrial sites. Member Bader suggested changing public sidewalk to sidewalk with public access, in case some streets were private. There was consensus on this point. There was a discussion of sidewalks. The need for 10' sidewalks was generally supported. Chairman Thomas wanted a larger front setback to encourage public places. Staff was to reconsider this section. Chairman Thomas also wanted to encourage brick and stone pavement of sidewalks, to reduce the amount of impervious surface. (Maintenance of sidewalks will likely be the responsibility of the property owners association.) A discussion of tinted glass took place. All wanted to encourage interior views and discourage roll -up blinds. Staff is to pursue this further. Chairman Thomas believed residential access should be only in the rear. Planner Eddy explained which new signs would be allowed and how building mounted signage would be calculated. An illustration of building mounted sign calculations was distributed. Members believed the amount of signage was appropriate for this type of development. Member Wagner thought the scale of this proposal was too small for the urban centers. Planner Eddy explained that a future ordinance may offer more density in the urban centers. Members believed this was better than the current options in the urban centers for the time being. -1- Members were supportive of this ordinance going forward as a discussion item to the Planning Commission. Item 2 - Other Planner Eddy updated members on the status of the following: Sign Ordinance — coming back to the DRRS; Age -restricted multifamily — likely going to a BOS work session; NAICS conversion — coming to the DRRS in May or June.
