The Frederick County Conservation Easement Authority will be meeting on Thursday, June 25,
2015 at 8:30 a.m. in the Planning Department Conference Room in the County Administration
Building, 107 North Kent Street, Winchester, Virginia.

MEETING MINUTES
OF THE
FREDERICK COUNTY CONSERVATION EASEMENT AUTHORITY
Held in the Planning Department Conference Room of the Frederick County Administration Building at
107 North Kent Street in Winchester, Virginia on May 28, 2015.
PRESENT: Diane Kearns, Chairman; Todd Lodge, Vice Chairman; Ron Clevenger, C. Robert Solenberger,
Gene Fisher, Board of Supervisors Liaison; Charles Triplett, Planning Commission Liaison.
ABSENT: Elaine Cain, Treasurer; John Marker, and Bryan Jeffery Green.
STAFF PRESENT: Eric R. Lawrence, CEA Secretary; John Bishop, Deputy Director of Transportation;
Kirstin Twardon, GIS Technician; Pam Deeter, Secretary II.
OTHER: Brenda E. Garton, County Administrator; Ellen Murphy, Commissioner of Revenue; Tracey Lind,

PUBLIC MEETING
Welcome and Introduction
The meeting was called to order by Chairman Kearns at 8:30 a.m. and she determined there was a
quorum.
Adoption of Meeting Minutes
On a motion made by Mr. Solenberger, and seconded Mr. Lodge the March 26, 2015 meeting minutes
were approved as presented.
Update on Effort to Create Informational Conservation Easement Brochures and Videos
Mr. Bishop stated the third video needs to have pictures added before it can be released. Mr. Bishop
presented the fourth video which is entitled Easement Support Team. Mr. Bishop stated that the video
is longer than the previous videos but the information was too important to shorten the video and each
interviewee is asked basically the same questions but have different prospectives. Mr. Bishop intends
to have the fourth video finished by the June 25, 2015 meeting.
Open Discussion
The Conservation Easement Committee over all thought the video was very informative and good. The
Committee would like to see a simple math formula inserted when the interviewees are talking about a

Chairman Kearns is proposing we develop a list of professional names that have worked with
Easements. Mr. Lawrence suggested that we have it on hand if we get a call inquiring and we could give
the information out either by phone or email but would not be posted on the website.
The CEA video can be viewed through the webpage or we can make a CD.
The Planning Commission will be viewing the first video CEA Introduction on June 17, 2015 and the
Board of Supervisors will be viewing the video at a later date.
Mr. Bishop stated that the finish version of video three and four should be complete by the June
meeting as well as a draft of the last video too.
Chairman Kearns had questions about the Agricultural and Forestal District. Mr. Lawrence gave an
update on the Agricultural and Forestal District. The Agricultural and Forestal District have to be
renewed every five years. The Board of Supervisors adopted the renewals but is looking at the
properties that were not included in the renewal. When the ADAC Committee met in April, they
adopted a policy that if a parcel was less than 5 acres and not in land use program would not be
included in the Agricultural Forestal District. One of the reasons the parcels were removed is because of
the setback to an adjoining property owner. There are 46 parcels, totaling approximately 87 acres that
were removed. The Board of Supervisors wants the Planning Department to review the 46 parcels that
were removed from the Districts. After reviewing each of the parcels, staff will present to the ADAC
Committee in June, and will discuss these parcels and make another recommendation to the Board of
Supervisors.
Mr. Lawrence gave an update within the last month two inquires about easements. Mr. Rau with
Potomac Conservancy said he had two inquires but at the moment not moving forward.
