ERL/pd Enclosures: draft June 25, 2015 meeting minutes DRAFT MEETING MINUTES OF THE FREDERICK COUNTY CONSERVATION EASEMENT AUTHORITY Held in the Planning Department Conference Room of the Frederick County Administration Building at 107 North Kent Street in Winchester, Virginia on June 25, 2015. PRESENT: Todd B Lodge, Vice Chairman; Elaine M. Cain, Treasurer; and Charles E. Triplett, Planning Commission Liaison ABSENT: Diane Kearns, Chairman; Ron Clevenger, C. Robert Solenberger, John Marker, Bryan Jeffery Green, and Gene E. Fisher, Board of Supervisors Liaison STAFF PRESENT: Eric R. Lawrence, CEA Secretary; John Bishop, Deputy Director of Transportation; Kirstin Twardon, GIS Technician; Pam Deeter, Secretary OTHER: Ellen Murphy, Commissioner of Revenue and Jed Rau, Potomac Conservancy Public Meeting Welcome and Introduction The meeting was called to order by Vice Chairman Lodge at 8:30 a.m. and he determined there wasn’t a quorum. Adoption of Meeting Minutes No quorum so minutes were not approved. Update on Effort to Create Informational Conservation Easement Brochures and Videos The first video that was presented was the video titled Benefits of Conservation Easement Authority. Mr. Bishop made the changes since the last meeting and need to get the Committee approval before the release of the video. Comments Video was to the point but not too long. The ending credits were slowed down so you could read them. The Committee agreed that this video is ready to be released. The second video that was presented was the Professional Video. Some changes were made since the last viewing we added the text equation and updated narration. The Committee suggested some changes to the video. The beginning of the video needs to stress that the landowner needs to talk to the CEA members, PC member or a co-holder of easements. The Conservation Easement Authority Page 213 June 25, 2015 DRAFT landowner needs to know that Professionals are looking out for his best interest and this is his support team. The Committee wanted to see the questions posed in text form before the professional spoke. The text form needs to be in a different color so it will stand out to the viewer. Make sure that each professional is not repeating what the previous professional said. We need to insert contact information where the video is talking about local tax assessment. We should insert a line that say contact the Commissioner of Revenue Office in the County where you reside. Mr. Lawrence stated that on June 17, 2015 the Planning Commission viewed the CEA Introduction Video. This video was televised on the cable station 16. Mr. Lawrence stated if there is a light agenda then we will continue to view the videos at the Planning Commission meeting. The Board of Supervisors will view the videos once they are complete. Other No meeting in July. There being no further business, the meeting adjourned at 9:25.
