CIO Frederick County Planning Department, 107 North Kent Street, Winchester, VA 22601 (540-665-5651) u N u� I�' 'll MEETING MINUTES OF THE FREDERICK COUNTY CONSERVATION EASEMENT AUTHORITY Held in the Executive Session Room of the Frederick County Administration Building at 107 North Kent Street in Winchester, Virginia on April 22, 2010 at 8:00 a.m. PRESENT: Diane Kearns, Chairman; Ritchie Wilkins, Vice-Chairinan; Robert Solenberger; Todd Lodge; John Marker; Charles Triplett, Planning Conunission Liaison; and Gene Fisher, Board of Supervisors Liaison. ABSENT: Jim Lawrence, Treasurer. STAFF PRESENT: Eric R. Lawrence, Secretary; and Bev Dellinger, Secretary III. PUBLIC MEETING: 1. February 4, 2010 and 2. March 25, 2010 Meeting Minutes On a motion made by Mr. Solenberger and seconded by Mr. Marker, both sets of meeting minutes were approved as presented. 3. Fundraising Efforts a. GIFT — Give $1 for Frederick's Tomorrow Chairman Kearns stated she tried to contact Mr. Woody Bousquet in the Environmental Studies Program to see if someone there would like to do an internship in creating a website for the CEA. Mr. Bousquet has not yet returned the call. After the site is set up, the next steps would be setting up a link, like GIFT.com, and then accepting donations. Secretary Lawrence told members that the Treasurer's Office is going to begin accepting Pay Pal on July 1" for limited items and if it goes well, they'll open it up to other people. Chairman Kearns stated that Mr. John Light told her he had taken some rural pictures in Frederick County that were on a CD and the CD was somewhere in the Planning Department. If we can find the CD, we may be able to use the pictures for the rack card. 4. Agricultural and Forestal District Renewal Update Secretary Lawrence stated that the Ag and Forestal Districts update and renewal will be presented to the Board of Supervisors on April 28`"; the Planning Commission recommended approval at their meeting on April 7°r. The South Timber Ridge District was increased in size after the Planing Commission meeting because it was realized that some of the parcels Mr. Watts wanted in the Ag District hadn't been included originally. 5. Transfer of Development Rights Update Secretary Lawrence stated that the TDR Program will also be presented to the Board of Supervisors on April 28th. The way the TDR Program is set up, you get bonus rights if you're in Frederick County Conservation Easement Authority Minutes of April 22, 2010 RV3Glf `' an Ag District. At the P1amling Conrinission's suggestion, we have changed the ordinance to say if you're in the Ag District and you sell your rights, that will be reflected in any future rights you have on your property. Their concern was if someone goes into the Ag District and sells half their development rights, then pulls their land out of the Ag District and tries to do a subdivision for the balance, that it will reflect that they have already sold their development rights. The idea is to make sure people don't join the Ag District just to sell development rights, then pull out and try to subdivide the property. 6. Neat Meeting Date May 27, 2010 7. Other Chairman Kearns stated that the Plamring Department is helping with revising the Comprehensive Plan and she and Mr. Marker are working with committees who are trying to draft a new version of the Comp Plan to cover up to the next 20 years. Transfer of development rights is a part of that concept. Chairman Kearns asked members for input into their future vision of agri-business and the RA area. Chairman Kearns stated that Mr. John Gavitt has resigned from the Conservation Easement Authority. The Board of Supervisors appoints people to this committee, and Chairman Kearns feels it would be good to get a member from an arena that is not currently represented, like a banker, accountant or attorney. Secretary Lawrence stated that a citizen came into the Planning Department and expressed an interest in donating an easement. He said it's a 20 acre parcel on Cedar Grove Road and they don't want to subdivide it; they want to donate the easement rights. When they return the application, Secretary Lawrence will bring it to the CEA for consideration. There being no further business, the meeting adjourned at 8:35 am -i.
