HomeMy WebLinkAboutCEA_08-23-07_Meeting_Minutes• MEETING MINUTES OF THE FREDERICK COUNTY CONSERVATION EASEMENT AUTHORITY Held in the Executive Session Room of the Frederick County Administration Building at 107 North Kent Street in Winchester, Virginia on August 23, 2007 at 8:00 a.m. PRESENT: Ritchie Wilkins, Chairman; Jim Lawrence, Treasurer; Barbara Van Osten; and John Gavitt, Diane Kearns, Vice Chairman; Robert Solenberger; John Light; and, Todd Lodge. ABSENT: Phil Glaize. STAFF PRESENT: Michael T. Ruddy, AICP, Deputy Director. PUBLIC MEETING: Item 1 - Minutes The minutes of the June 14, 2007 meeting were approved. Item 2 - Minutes • The minutes of the .Tune 28, 2007 meeting were approved. Item 3 — Minutes The minutes of the July 26, 2007 meeting were approved. Item 4 — Purchase of Development Rights (PDR) Funding Vice Chairman Kearns commented that we need to be talking to people like Kelly Watkinson and VCC because if we actually are going to attempt to get any state monies, we obviously have to get properties through our process. Ms. Kearns feels what they need to be doing, in addition to talking about the money, is moving this PDR funding along. Member Van Osten stated that one concern, for an example the Snapp property, is sentiment on the Board for supporting individual farms. Do they want to approach battlefield grounds. At this point, we don't have money, but there's the potential to have the money and see what applications come in. Member Gavitt suggested that they take it on a step -by -step process, but he would hate to advertise because they don't have any money. It seems we should leave it generic at this point until they see where they are with raising funds. • Frederick County Conservation Easement Authority -45— Minutes of August 23, 2007 • Member Light stated that other states, like Delaware and Pennsylvania, its individual parcels driven with government help. If you're not going to support that particular program from the very beginning, you're not going to get a program going. Jim Lawrence asked if there's any potential to discuss any type of backing from the County — any monetary means. Member Van Osten responded not now, other than what we've had. Ms. Van Osten stated they could do a flyer to distribute at the Farm Bureau, Livestock Exchange and Battlefield Foundation for people who might apply. Member Lawrence believes we need an overall marketing plan for the PDR program, and we'll best be served by talking to VDAC about that. Member Van Osten made a motion to develop a marketing strategy for PDR interest in advance of the fund raising event in October. Ms. Kearns seconded the motion and it passed by unanimous vote. Item 5 — Conflict of Interest Policy Vice Chairman Kearns feels that under Definition. 1. "A conflict of interest exists whenever a Member (including their spouse, siblings, parents or children) has a material financial interest in:, that it should also state "or would be impacted directly ". Member Solenberger made a motion to adopt this policy, subject to review by the County Attorney. They also added language about real property being directly impacted. Vice Chairman Kearns seconded the motion and it passed unanimously. They decided the language would be "a) real property that is the subject of an easement, or will be directly impacted by an easement, or other Authority programs ". Other: Conservation Easement Authority Membership Appointment The CEA discussed the appointment of a new member to the CEA to fill the spot that will be vacated by Mr. Phil Glaize. The CEA recommended Mr. John Marker as a first choice recommendation with Mr. Doug Rinker as their second choice recommendation. Comprehensive Policy Plan Update — CEA language Mr. Ruddy provided the CEA with a brief overview of the Comprehensive Policy Plan update process.
