ADAC 09-21-21 Meeting MinutesMEETING MINUTES OF THE FREDERICK COUNTY AGRICULTURAL DISTRICT ADVISORY COMMITTEE Held in the first-floor Board of Supervisors Room of the Frederick County Administration Building, 107 N. Kent Street, Winchester, Virginia on September 21, 2021. PRESENT: Jason McDonald, Shawnee District; Cordell Watt, Gainesboro District; John Marker, Back Creek District Alternate and Mark Sutphin, Virginia Co-Extension ABSENT: Carl Ay, Stonewall District; John Stelzl, Opequon District; Harman Brumback, Back Creek District; William Cline, Stonewall District; and Shawn Graber, BOS Liaison STAFF PRESENT: Mark Cheran, Zoning Administrator; Pam Deeter, Secretary. CALL TO ORDER The meeting was called to order by Mr. Cheran at 6:00 p.m. Staff presented the proposed new Hayfield District. Mr. Bassler is requesting to establish a new District with his property of 819.9+/- acres. Staff noted this property is located within the Back Creek District and is generally located 2.5 miles west of the intersection of Route 50 and South of Hayfield Road (Route 600). Staff mentioned the 819.9+/- acres consist of 5 parcels 39-A-89, 39- A-3, 39-A-5, 39-A-7, and 39-A-2) which is managed by one property owner. Staff mentioned the proposed parcels are not in any land use study. Mr. Cheran stated the properties are mostly vacant forestry which the intent of Rural Areas is to maintain agriculture. Also, a portion of the properties are within the head waters of Houge Creek and the drainage area. Staff gave the topography of this district which consist of steep slopes and the soils Hazelton and Laidig- Weikert. The Hazelton and Laidig-Weikert are found along steep slopes or mountain tops. Mr. Cheran said if the district is created the property owner would qualify for the TDR program. Staff mentioned that if approved this District would be renewed the same time as the other Agriculture and Forestal Districts in 2025. A Committee member ask what the acreage is to qualify for Agriculture and Forestal. Mr. Cheran replied 200 acres. A motion was made by Mr. Marker and was seconded by Mr. Watt to recommended endorsement of the establishment new district Hayfield Agricultural & Forestal District. The meeting concluded at 6:15 p.m.
