MEETING MINUTES
OF THE
FREDERICK COUNTY AGRICULTURAL DISTRICT ADVISORY COMMITTEE
Held in the first-floor Board of Supervisors Room of the Frederick County Administration
Building, 107 N. Kent Street, Winchester, Virginia on December 15, 2020.
PRESENT: Jason McDonald, Shawnee District; John Marker, Back Creek District Alternate,
and Mark Sutphin, Virginia Co-Extension.
ABSENT: Carl Ay, Stonewall District; John Stelzl, Opequon District; Cordell Watt, Gainesboro
District; Harman Brumback, Back Creek District; William Cline, Stonewall District;
Shawn Graber, BOS Liaison and Seth Thatcher, Commissioner of Revenue Office
STAFF PRESENT: Mark Cheran, Zoning Administrator; Pam Deeter, Secretary.
CALL TO ORDER
The meeting was called to order by Mr. Cheran at 6:00 p.m.
Mr. John Stelzl was unable to attend the meeting but we received a telephone call supporting this
action.
Staff presented the two addition separately.
Mr. Cheran presented the addition to the Green Spring District. Ms. Martha Wolfe contacted the
office at the time of Agricultural & Forestal renewals, but she was out of the Country and was
unable to come back because of the pandemic. Staff informed Ms. Wolfe that upon returning to
the states just complete the form and the request would be presented to this Committee for
consideration. Staff noted that currently the district has 385.63+/- acres within two parcels. The
Applicant would like to add eight parcel which would bring an additional 90.86+/- acres to the
District. These additions to the District would increase the acreage to 476.49+/-.
Staff presented the South Frederick District. The West Oaks Market is requesting to add their
property of 200+/- acres to the South Frederick District. The parcel is part of the West Oaks
Market. Staff noted that currently the district has 6,694.42+/- acres. +/-. The Applicant would
like to bring an additional 200+/- acres to the District. If endorsed this would bring the District
acreage to 6,894.42+/-.

Frederick Agricultural & Forestal District.
