MEETING MINUTES
OF THE
FREDERICK COUNTY AGRICULTURAL DISTRICT ADVISORY COMMITTEE
Held in the first-floor conference room of the Frederick County Administration Building, 107
N. Kent Street, Winchester, Virginia on January 23, 2018.
PRESENT: Carl Ay, Stonewall District; William Cline, Stonewall District; John Marker, Back
Creek District Alternate; Dudley Rinker, Back Creek District; Jason McDonald, Shawnee District;
Seth Thatcher, Commissioner of Revenue Office and Mark Sutphin, Virginia Co-Extension.
ABSENT: Harman Brumback, Back Creek District; Cordell Watt, Gainesboro District; John Stelzl,
Opequon District; and Gary Lofton, BOS Liaison
STAFF PRESENT: Mark Cheran, Zoning Administrator; Pam Deeter, Secretary.
CALL TO ORDER
The meeting was called to order by Mr. Cheran at 6:00 p.m.
Mr. Cordell Watt and Mr. John Stelzl are unable to attend the meeting but we received emails
from both individuals supporting this action.
Mr. Cheran presented to the Committee.
Mr. Roy McDonald and Mrs. Loretta McDonald requested to add six (6) parcels totaling
351.89+/- to the South Frederick Agricultural and Forestal District. Mr. Cheran continued by
saying this meets the criteria to be added to Agricultural and Forestal District.
No Discussion
On a motion made by Mr. Ay to add the six (6) parcels totaling 351.89+/- acres to the South
Frederick Agricultural and Forestal District and seconded by Mr. Marker and passed
unanimously.
Mr. Cheran noted that the renewal will be again in year 2020.
Mr. Cheran presented to the Committee.

Mr. Jason McDonald and Mrs. Jennifer McDonald requested to add five (5) parcels totaling
175.81+/- to the South Frederick Agricultural and Forestal District. Mr. Cheran continued by
saying this meets the criteria to be added to Agricultural and Forestal District.
Mr. Cheran reiterated that the renewal will be 2020.
No Discussion
On a motion made by Mr. Ay to add the five (5) parcels totaling 175.81+/- acres to the South
Frederick Agricultural and Forestal District and seconded by Mr. Rinker and passed
unanimously.
Mr. Cheran noted that the two requests to the South Frederick will be heard by the Planning
Commission in March 2018. The Committee will not be meeting again until 2020 unless
another request to add or remove from the Agricultural and Forestal District.
Mr. Cheran thinks the renewal is in 3 or 4 years but a letter will be sent out to the landowners
for renewal.
