December 04, 1939177 At a regular meeting of the Board of Supervisors of Frederick County, Virginia, held in the Supervisors' Room over the Clerk's Office on Monday, Dec., 4, 1939. PRESENT: C. I. Brumback, Chairman; Phil H. Gold; IV. H. Branner; C. M. Rosenberger; and E. W. Adams. MINUTES OF PREVIOUS MEETING The minutes of the previous (regular) meeting of Nov. 6, 1939, were read and unanimously approved. CHECKS FOR IT. R. L. BAGEANT Whereas Mr. R. L. Bageant appeared before the Board relative to a sheep claim of July 3, 1939, claiming 2 lambs missing, supposed to be killed by dogs (said dogs did kill on this same date other sheep for Mr. Bageant) and whereas the Board,for lack of information did not pay for said lambs, it is ordered that he be paid the sum of $4.00 for the 2 lambs above mentioned; and whereas upon report of Yr. R.L. Bageant, prior to the killing he had a buck killed by dogs which was not included in report of Game Warden Pingley as of July 3, 1939, and it is ordered that a check be issued to Mr. Bageant for a sum of $8.00 for payment of this buck which was viewed and reported after the killing by Edgar I. Smoke and titian. Dellinger. It is further ordered that a duplicate check be issued to 14r. R. L. Bageant for the sum of $7.00 in lieu of the one issued for one ewe killed by dogs on July 3, 1939, for which he received a check for the sum of $7.00 which was lost or destroyed. REPORT OF T. 1 W. RUSSELL T. W. Russell, Supt. of the County Home, presented his report and the same was unanimously approved. REPORT OF I. FRED STINE, COUNTY AGENT Mr. I. Fred Stine, County Agent, presented his annual and monthly report and the same was unanimously approved. For the past year, according to Mr. Stine!s report, Frederick County receive through the workings of his Office $76,899.66 with an administrative cost of $6,636.00, all of which is paid through the Agricultural Programs and which is not paid out of the General County Fund. The Board of Supervisors pays to Mr. I. Fred Stine the sum of $720.00 per year which is all of the cost paid from the General County Fund of the taxpayers' money. RECOV1,1E iDATION FOR RE- APPOINTMENT OF I. FRED STINE, COLNTY AGENT A delegation of 15 representative citizens and taxpayers of Frederick County appeared before the Board of Supervisors recommending the re- appointment of I. Fred Stine as County Agent for the coming year beginning Jan. 1, 1940. Upon motion of C. Y. Rosenberger seconded by Phil H. Cold, the said recommendation was made and unanimously carried. 178 (Copy of Resolution) RESOLUTION Whereas, vie the members of the Frederick County Board of Agriculture of the State of Virginia, in annual meeting assembled this 22nd day of November 1939 desire to express our appreciation to the Frederick County Board of Supervisors of the State of Virginia, for their annual appropriation to Agricultural Extension work in Frederick County during the past six years. As a result, large sums of money through the various Agricultural Programs have been distributed to farmers in the county; pertinent information on all phases of agriculture has been available at all times; improved practices have been demonstrated through demonstrations; organization of our Board of Agriculture and the prosecution of a unified Agricultural Program through the cooperation of all agricultural agencies working in the county; and many other accomplishments made possible through the office of the County Agricultural Agent. Whereas, it is further resolved that we petition the Board of Supervisors and recommend the continuance of Agricultural Extension Work in Frederick County. Because of his untiring efforts to serve us and the excellent record during the past six years, we recommend the reappointment of Mr. I. Fred Stine, as County Agricultural Agent. ?ihereas, this resolution is approved this 22nd day of November 1939, and a committee is authorized to present it to the Board of Supervisors, mail a copy to fir. John R. Hutcheson, Director of Agricultural Extension, Blacksburg, Virginia, and have a cony spread upon the minutes of this meeting. This resolution was unanimously approved and the chairman instructed to appoint a committee of three representatives from each of the Magesterial Districts. FUNK Chairman 179 CHECK FOR J. C. KEELER, J. C. Keeler came before the Board in reference to a sheep claim of June 3, 1939, wherein he had three lambs killed by dogs and three more lambs missing & Supposed to have been killed. According to Game Warden Pingley's report the latter three mentioned lambs were held for further investigation. These lambs have not been found, and it is ordered by the Board that he receive pay for same. The weight of said lambs was estimated at 60 lbs. each, at V per pound. It is therefore ordered that a check be issued to J. C. Keeler for $16.20 for the total of said claim. COATES HOSPITAL BILL Mrs. Nalley, Telfare Superintendent, reported that Mrs. Irvin Coates had to be taken to the hospital for an emergency operation, and the Board of Supervisors ordered payment of the hospital bill,as the Coates family is poor and unable to pay same. TRANSFER OF FUNDS It is ordered by the Board that whereas in June, 1939, it was necessary to borrow $9,000.00 from the Middletown State Bank to meet and pay bills, said note to be pasd out of the General County Tax Fund for the fiscal year 1939 -40, it is therefore ordered that a check be drawn to the Middletown State Bank in payment of same. It is further ordered that whereas there is a balance of $415.00 of the Gainesboro District Road debt and there will be sufficient funds from the 10,E Road Levy of Gainesboro Road Dist. to pay off said note, it is therefore ordered that the note having been paid from the General County Fund and all taxes from this 10,E Levy for the year 1939 -40 and all othe taxes from Gainesboro District Road Levy as collected be credited to the General Co. Fund to reimburse said General Co. Fund for this Road debt. It is further ordered that all Gainesboro District Road taxes collected and now in the Treasurer's hands be transferred to the said General County ''Fund. COUNTY HOI4IE The committee on the Count Home reports that whereas T. W. Russell, Caretaker of the County Home, desires to know whether he shall arrange to care for same for another year beginning March 1, 1940, and on recommendation of the Committee, T. W. Russell shall care for the same for another year. It is therefore ordered that said T. 1 Russell shall care for and operate said County Home on the same terms as per his agreement for the year 1939 -40. USE OF SUPERVISORS' ROOM FOR CLINIC Whereas Dr. DeJarnett of the Western State Hospital, Staunton, Va., in communication with the Supt. of Public Welfare of Frederick County asking for a room in Frederick County to hold a clinic for the examination of Frederick County patients from the above mentioned Hospital on parole, one Saturday of each month and the Supt. of Welfare asked Permission from the Board of Supervisors to use the Supervisors' Room to hold said clinics, the Board authorizes that the Supt, of Welfare notify Dr. De Jarneti 180 that he may have the use of said room to hold said clinics. E. C. OATES U- I14BURSLIENT It is ordered by the Board that E. C. Oates, be re- imbursed in the amount) of $20.00 covering payment of fence which it was necessary for him to build in re- location of the road at Triplett's Run and the Horse shoe bend, in taking the curves out of said road at this point and building the bridge on new location. The land for making said changes being donated by him. RECOIXENDATION FOR NCREASE IN JANITOR'S SALARY If Allen Place, Janitor for the Court House and County buildings appeared before the Board, requesting an increase of his wages as Janitor, due to the increased work upon him by reason of a greater number of offices to look after and clean; also submitting to the Board the wages of several other janitors and caretakers comparable with his, all of whom were receiving more wages than he with doubtless less work attached to their positions. After some discussion it is the opinion of this Board that it should not at this time increase his wages, however, this Board unanimously goes on record V recommending an increase of his wages by the incoming Board from 70.00` &0 - $ 75.00 per month. Bills totaling $11,732.09 were approved and ordered to be paid from the General County Fund by checks Nos. 4397 to 4484 inclusive. Sheep claims totaling $74.80 were approved and ordered to be paid from the Dog Fund by checks Nos. 370 to 374 inclusive. It is ordered that the Board do now adjourn. Clerk ,- L l & a airman I k
