BOARD ROOM, COUNTY ADMINISTRATION BUILDING 107 NORTH KENT STREET, WINCHESTER, VIRGINIA ATTENDEES Board of Supervisors: Charles S. DeHaven, Jr., Chairman; Robert W. Wells; Blaine P. Dunn; Judith McCann-Slaughter; and Josh E. Ludwig. J. Douglas McCarthy, Vice Chairman; and Shawn L. Graber were absent. Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County Administrator; Roderick B. Williams, County Attorney; Karen Vacchio, Public Information Officer; Wyatt Pearson, Planning Director;John Bishop,Assistant Planning Director; Scott Varner, Director of Information Technologies; and Ann W. Phillips, Deputy Clerk to the Board of Supervisors. Other invited attendees: Bill Wiley, State Delegate; Wendy Gooditis, State Delegate; Zack Golden, Sen. Warner's State Director; Lana Westfall, 10th Congressional District Rep. Wexton's staff; Mark Merrill, Commonwealth Transportation Board; Randy Kiser, VDOT; Ed Carter, VDOT; Ben Cline, Representative, Sixth Congressional District; and Daniel Davies, State Delegate Dave LaRock's staff. Jill Vogel, State Senator, attended remotely. CALL TO ORDER AND INTRODUCTIONS Chairman DeHaven called the meeting to order at 12:30 p.m. County Administrator Bollhoefer introduced the attendees. PRESENTATION — FREDERICK COUNTY TRANSPORTATION PRIORITIES, ROUTE 37, AND THE COUNTY'S FINANCIAL COMMITMENTS Assistant Planning Director John Bishop gave a PowerPoint Presentation that included a Review of Frederick County Key Transportation Priorities; a Review of the Route 37 History and Next Steps; and a highlight of Frederick County's Growing Financial Commitment to the County's Minute Book 48 Board of Supervisors Work Session of July 18, 2022 County of Frederick, Virginia 24 transportation needs. The attendees and the Board discussed safety as a priority requiring transportation improvements, a parkway concept for the remaining portion of the Route 37 bypass, expected costs and funding options for the Route 37 bypass project, gridlock at 1-81 intersections throughout the County,the SmartScale funding model and other grant opportunities,aligning grant applications with stated priorities to enhance the County's chances to obtain funding, and the option for using tolls to fund Route 37. RESOLUTION SUPPORTING ADDITIONAL IMPROVEMENTS TO INTERSTATE 81 IN FREDERICK COUNTY, VIRGINIA—ADOPTED Planning Director Wyatt Pearson gave a brief overview of the proposed resolution. Supervisor Dunn moved to adopt the resolution. Supervisor Slaughter seconded the motion and referenced the discussion at a recent meeting of the Economic Development Authority in support of promoting improvements on the 1-81 corridor in the County. DeHaven, Jr. Aye Judith McCann-Slaughter Aye RESOLUTION SUPPORTING ADDITIONAL IMPROVEMENTS TO INTERSTATE 81 IN FREDERICK COUNTY,VIRGINIA WHEREAS,within Virginia,I-81 connects 30 colleges and universities,21 cities and towns and 13 counties, and parallels the Blue Ridge Parkway,making this program critical to supporting job growth and economic vitality while reducing congestion,enhancing safety and reliability, and improving quality of life for everyone in our region: and WHEREAS,Nearly 50%of the state's value of goods are transported along the corridor,which has the highest per capita truck volume in Virginia; and WHEREAS,Frederick County's geographic location makes it a desirable place for businesses to locate because companies can reach two-thirds of the U.S. &Canadian population in a day's drive; and WHEREAS,I-81 is a key economic artery for not only Frederick County,but also western Virginia; and Minute Book 48 Board of Supervisors Work Session of July 18,2022 County of Frederick, Virginia 25 WHEREAS,the I-81 Corridor Improvement Program consists of innovative,targeted improvements that will have a substantial effect on the safety and reliability of a critical portion of our nation's infrastructure;and WHEREAS,the program will implement a series of improvements such as lane extensions to reduce the rate and frequency of crashes along the corridor.In addition,the program improvements will reduce congestion and improve reliability by adding capacity in targeted areas of the corridor and improving speed of incident clearance to help limit travel delays. WHEREAS,program improvements have been approved to widen I-81 in both directions between Exit 313 and Exit 317. NOW,THEREFORE,BE IT RESOLVED,that the Board of Supervisors of the County of Frederick, Virginia,does hereby support program improvements to widen I-81 in both directions between Exit 317 and Exit 323,as well as widening in both directions between Exit 307 to currently planned Exit 313 should additional funding become available. + + + + + + + + + + + + + + ADJOURN There being no further business, at 1:45 p.m. Chairman DeHaven adjourned the work session.
