WHEREAS,REZONING#04-22 84 Lumber submitted to rezone 2.21-acres from B3 (Industrial Transition)District to
the M 1 (Light Industrial)District with proffers,and$.69-acres from the B3 District to the M1 District with proffers,totaling
10.9-acres. These properties are located northwest of the intersection of Martinsburg Pike(Route 11)and Yardmaster Court
and are identified by Property Identification Numbers 44-A-75F and 44-A-75G in the Stonewall Magisterial District; and
WHEREAS,the Frederick County Planning Commission held a public hearing on this Rezoning on July 20,2022 and
recommended approval; and
WHEREAS, the Frederick County Board of Supervisors held a public hearing on this Rezoning during their regular
meeting on August 10, 2022; and
WHEREAS,the Frederick County Board of Supervisors finds the approval of this Rezoning to be in the best interest of
the public health, safety, and welfare.
NOW, THEREFORE, BE IT ORDAINED by the Frederick County Board of Supervisors, that Chapter 165 of the
Frederick County Code, Zoning, is amended to revise the Zoning District Map
to rezone 2.21-acres from B3 (Industrial Transition) District to the M 1 (Light Industrial) District with proffers, and 5.69-
acres from the B3 District to the M1 District with proffers, totaling 10.9-acres with amended proffer statement bearing
signature date June 13,2022. The conditions voluntarily proffered in writing by the Applicant and the Property Owner are
attached.
This ordinance shall be in effect on the date of adoption.Passed this 101 day of August 2022 by the following recorded

EXECUTIVE SUMMARY & STAFF CONCLUSION FOR THE 08/10/22 BOARD OF
SUPERVISOR MEETING:
This is aproposal to rezone 2.21-acres from B3 (Industrial Transition)Districttothe MI (Light Industrial)
District with proffers, and 8.69-acres from the B3 (Industrial Transition) District to the M1 (Light
Industrial) District with proffers, totaling 10.9-acres. This rezoning application modifies approved land
uses associated with Rezoning Application(REZ)902-05 and removes the requirement for a berm as part
of the landscape buffer. The intended use of the proposed M 1 zoned parcels is a manufacturing facility(84
Lumber—truss plant expansion).
This site is located within the Sewer and Water Service Area(SWSA) and is located within the limits of
the Northeast Land Use Plan of the Comprehensive Plan. The Comprehensive Plan envisions this area of
the County as"business."The proposed M 1 (Light Industrial)District is inconsistent with the future land
use plan; however, the adjoining property (north) zoning designation is M1, and the proposed rezoning
would accommodate expansion of the existing manufacturing operation by the owner/applicant.
Following the required public hearing, a decision regarding this rezoning application by the Board o
Supervisors would be aggro,2riate. The A,2,2licant should be prepared to adequately address all
concerns raised by the Board ofSu,2ervisors.

This report is prepared by the Frederick County Plannin'-Staff to provide information to the
Planninz Commission and the Board of Supervisors to assist them in making a decision on this
application. It may also be useful to others interested in this zoninz matter. Unresolved issues
concerninz this application are noted by staff where relevant throughout this staff report.
PROPOSAL: This is a proposal to rezone 2.21-acres from B3 (Industrial Transition)District to the M1
(Light Industrial)District with proffers, and 8.69-acres from the B3 (Industrial Transition)District to the
M1 (Light Industrial) District with proffers, totaling 10.9-acres.

REVIEW EVALUATIONS:
Planning & Zoning:
1) Site History
The original Frederick County Zoning Map (U.S.G.S. Stephenson Quadrangle) depicts the
zoning of the subject parcels as A2 (Agricultural General)District. The County's agricultural
zoning districts were subsequently combined to form the RA (Rural Areas) District upon
adoption of an amendment to the Frederick County Zoning Ordinance on May 10, 1989.
In 2004,the Board of Supervisors approved Rezoning Application(REZ)#11-04 which rezoned
the properties to the B3 (Industrial Transition) District with proffers. REZ 902-05 (approved
May 13,2005)revised the previously approved proffers for the subject properties to modify the
proffered uses of the site.
2) Comprehensive Plan
The Comprehensive Plan is the guide for the future growth of Frederick County.
The Comprehensive Plan is an official public document that serves as the community's guide
for making decisions regarding development, preservation, public facilities and other key
components of community life. The primary goal of this plan is to protect and improve the
living environment within Frederick County. It is in essence a composition of policies used to
plan for the future physical development of Frederick County. The Area Plans and Appendix I
of the Comprehensive Plan are the primary implementation tools and will be instrumental to the
future planning efforts of the County.
Comprehensive Plan Land Use Compatibility
The Northeast Frederick Land Use Plan of the Comprehensive Plan provides guidance on the
future development of the property. The Plan identifies the subject properties with a"business"
land use designation;the property is also within the limits of the Sewer and Water Service Area
(SWSA). The existing B3 (Industrial Transition)zoning is generally consistent with the goals
of the Comprehensive Plan.
The proposed MI (Light Industrial) zoning on 10.9-acres is inconsistent with future land use
map designation ("business"). However, the adjoining property (north) zoning designation is
M1 and is also owned by the applicant.The applicant states in the application that the rezoning
of 10.9-acres to M1 would enable expansion of the existing manufacturing operation. The
intent of the M 1 District is to provide for a variety of light manufacturing, commercial office
and heavy commercial uses in well-planned industrial settings. Uses are allowed which do not
create noise, smoke, dust or other hazards. Uses are allowed which do not adversely affect
nearby residential or business areas. Such industrial areas shall be provided with safe and
sufficient access.

3) Access & Transportation
The site will have commercial access from Yardmaster Court(public roadway), as required by
approved REZ#02-05 proffers;there will be no direct access from the subject parcels to Route
11. The Concept Drawing included with the application also depicts inter-parcel connectivity to
adjoining PIN#44-A-75B, the existing 84 Lumber truss plant and storage yard.
The traffic study included with application shows that the proposed manufacturing facility(84
Lumber)does not negatively impact the operations of the existing roadway network(Route 11
& Yardmaster Court).
4) Potential Impacts & Proffers
The rezoning proposes a change in the land use of 10.9-acres to the M1 (Light Industrial)
District and removes a requirement for earthen berm as part of the required landscape buffer
(Proffer D—North Buffer). In lieu of a berm,the applicant has proffered to construct a six(6)-
foot (FT) tall opaque fence. All the other proffers, including prohibited uses and site access,
associated with the original REZ, #02-05, remain unchanged.
Virginia Dept.of Transportation: The documentation within the application to rezone this property
(44-A-75G/44-A-75F) from B3 to M1 appears to have little impact on Route 11 (Martinsburg Pike).
This route is the VDOT roadway which has been considered as the access to the property referenced.
VDOT is satisfied that the transportation proffers offered in the 84 Lumber Truss Plant rezoning
application of date April 26, 2022 address transportation concerns associated with this request.

The Planning Commission held a public hearing on July 20, 2022. There were no speakers for this

proposed rezoning application. The Planning Commission in their discussion noted the proposed
zoning,MI,was inconsistent with the County's long-range land use plan.However,with the adjoining
parcel was zoned M1 and because the proposed rezoning would expand the existing Ml use
(manufacturing),the requested rezoning may be appropriate. The Planning Commission recommended
approval of the rezoning 10-0-2 (Commissioners Thomas &Markert absent).
Following the required public hearing, a decision regarding this rezoning ag,2lication by the Board o
Supervisors would be aggro,2riate. The Agglicant should be prepared to adequately address all
concerns raised by the Board of Supervisors.

Preliminary Matters
Pursuant to Section 15.2-2296 Et. Seq. of the Code of Virginia, 1950, as amended, and
the provisions of the Frederick County Zoning Ordinance with respect to conditional
zoning, the undersigned Owner hereby proffers that in the event the Board of Supervisors
of Frederick County, Virginia, shall approve Rezoning Application # for the
rezoning of combined 10.90 ::L acres from the Industrial Transition (133) District with
Proffers to the Light Industrial (M1) District with Proffers, development of the subject
property shall be done in conformity with the terms and conditions set forth herein,
except to the extent that such terms and conditions may be subsequently amended or
revised by the Owner and such be approved by the Frederick County Board of
Supervisors in accordance with the said Code and Zoning Ordinance. In the event that
such rezoning is not granted, then these proffers shall be deemed withdrawn and will
have no effect whatsoever. These proffers shall be binding upon this Owner and their
legal successors, heirs, or assigns.Approval of this proffer statement does not eliminate
previously approved proffers associated 44- (A)-75C, 44-(A)-75D, 44-(A)-75E and 44-
(A)-75F; which were approved under the conditions set forth in RZ #02-05 approved
by the Frederick County Board of Supervisors on April 13,2005. However,these proffers
will alter the previously approved proffer for current Tax Map Parcels 44-(A)-75F $ 44-
(A) 75G . The previous proffer will remain in force for the Property, to the extent that prior
proffer is not inconsistent with the current proposed proffer.
The subject properties, more particularly described as the lands owned by Pierce Hardy

The Owner hereby proffers to re-develop the combined 10. 90 f acre property in
substantial conformance with the attached Geometric Layout and Utility plan for an
expansion of the existing adjacent 84 Lumber Truss Plant
B.) Vehicle Per Day (VPD) and Land l]se Restrictions
l.) Conditional Rezoning Application # Trip generation for the existing and
proposed land uses were determined based upon the 11th Edition of the Institute of
Transportation Engineers' ("ITE")Trip Generation Report.Accordingly, ITE Land
Use Code 812 (Building and Lumber Store & small office buildings) was used to
calculate the trips associated with the by- right 84 Lumber and ITE Land Use Code
was used to calculate the trips associated with the proposed truss manufacturing
plant.The Applicant hereby proffers to restrict development of the combined 10.90
acre property to an amount not to exceed a maximum of 570 VPD.
2.) The Owner hereby proffers to prohibit the following M-1 District land uses within
the combined 10.90± acre property:

Reference is made to Proffer C4 in 2005 proffers on this property. Owner
acknowledges that it will bear a pro rata share of the cost of signalization,
should a signal ever be needed.
D.) North BuFFer
The Owner hereby proffers to construct a six foot high o p a q u e
fence as the opaque element within the one-hundred foot wide
Category "C" full screen adjacent to tax parcels 44-(A)-76A, 44-(A)-
76B, 44-(A)-76C, &44(A)-76D .
E.) Monetary Contribution to Offset Impact of Development
The undersigned owner of the above-described property hereby
voluntarily proffers that in the event rezoning application # is
approved, the undersigned will pay to the Treasurer of Frederick County,
Virginia the following amount:
$ .015/ building square foot, based upon any additional square footage added for
the redeveloped site.
This payment is intended to offset the additional cost to Frederick
County, and more specifically Frederick County Fire and Rescue, due
to an increased demand on public services. The proffer increments will
be paid prior to issuance of the building occupancy permits.
F.) Signatures
The conditions proffered above shall be binding upon the heirs, executors,
administrators, assigns and successors in the interest of the Applicant and
owner. In the event the Frederick County Board of Supervisors grants this
rezoning and accepts the conditions,the proffered conditions shall apply to

A.Site Sustainability
The property is undeveloped and lightly vegetated with overgrowth and smaller tree saplings.The property
is not within the 100-yr flood plain and there are no wetlands. The property is within zone"x"panel number
51069CO250E dated 1/29/21.The only steep slopes(<0.1 ac)are located at the southwest portion of the property
abutting the existing 84 Lumber development.There are no known mature woodlands or prime agricultural soils. A
geo tech report was performed for the site—although bedrock was encountered in certain locations,rock excavation
can still be performed using hoe-ram or splitting techniques,as was performed in construction of the existing 84
Lumber facility.
B. Surrounding Properties
The property is located on the northeastern corner of the Yardmaster Court Subdivision.The property is
bounded to the west by our current 84 Lumber facility,to the north by residential land and to the south by vacant
warehouse land of the Yardmaster Court subdivision.The property is bounded to the east by Martinsburg Pike/US
Route 11. Distance from the northerly property line to the adjacent residential dwellings is as follows
1) Parcel 76 D approx. 17 feet 2) Parcel 76 C approx;64 feet 3) Parcel 76B approx..47 feet
4)Parcel 76 A approx..45 feet Since any manufacturing or assembly operations for the truss plant facility will
be within the enclosed building,any impacts to surrounding properties associated with dust,nose,glare,pollution,
and odor would be minimal.
C.Traffic
Yardmaster Court is a two-lane undivided roadway with an auxiliary right turn lane, listed as a Local Road
on VDOT's Functional Classification Map. It has an east-west alignment with a statutory speed limit of 25 mph.
Martinsville Pike(State Route 11) is a two-lane undivided roadway with auxiliary turning lanes, listed as a Major
Collector on VDOT's Functional Classification Map. It has a north-south alignment with a posted speed limit of 45
mph.This intersection is currently a four-legged unsignalized intersection where Yardmaster Court/Private
Driveway has an east-west alignment and Martinsburg Pike has a north-south alignment The eastbound approach
consists of one shared left turn/through lane and one exclusive right turn lane. The westbound approach consists of
one shared left turn/through/right turn lane.The northbound approach consists of one exclusive left turn lane and
one shared through/right turn lane.The southbound approach consists of one exclusive left turn lane,one through
lane,and one exclusive right turn lane.
The Institute of Transportation Engineers(ITE)Trip Generation Manual, 11th Edition was used to
determine the number of trips generated by the proposed land use. .
As indicated in the Traffic Impact Analysis,prepared by Bowman Consulting Group&dated April 201
2022,the project will not affect Yardmaster Court.

D. Sewage Conveyance and Treatment
The projected sewage flow for the project(one phase,max build out) is based on a total of 25 employees at 10
gpd/employee for a total of 250 gpd. Sewage flows will be collected by a public gravity sanitary sewer main along
Yardmaster Court.The existing 8"sewer main is approximately 200 feet from the proposed buildings with
restrooms. Min capacity for the existing sewer,with 1%slope, is 2.4 MGD
E. Water Supply
Domestic water demand will be approximately 250 gal/day Fire flow demand will be approximately 1500 gal./min
for the largest building(20,000 sf).A fire flow test on the existing hydrants will be performed to verify existing
water capacity-since he existing water main currently services the existing 84 Lumber truss plant facility,adequate
supply is expected. The existing water main is approximately 200 feet from the proposed buildings requiring water
service.
F. Drainage
An existing stormwater management easement is located at the southwest corner of the property.This
easement serves as stormwater management for the existing 84 Lumber Truss facility to the west.This easement
will be abandoned,and a new stormwater management facility will be constructed at the easterly edge of the
property.The new stormwater facility will provide stormwater quality and quantity control for both the existing 84
Lumber truss plant as well as the proposed truss plant expansion.
G.Solid Waste Disposal Facilities
Based on the proposed operation, the expected sold waste from this facility will be less than 20 tons/year
H. Historic Sites and Structures
The land being rezoned is vacant and undeveloped,containing no historical structures. The adjoining
properties also have no historic structures.
I. Impact on Community Facilities
The existing adjacent 84 Lumber truss facility generated approximately 35 million dollars in sales in 2021. This
proposed expansion can be expected to generate an additional 20-30 million in sales within the first five years.As a
result of the development,payment in the amount of$.015//building square foot is offered to offset additional costs
to Frederick County,more specifically Fire and Rescue.
J.Other Impacts
The proposed office space shall consist of 2,000 total square feet,well below the maximum of 24,750 in a
zoned M-1 Property. Residential density will not apply

You have submitted to Frederick County for review the Proffer Statement, for the
proposed rezoning of the Property, 10.90±acres in the Stonewall Magisterial District, from the
B3 (Industrial Transition) District,with proffers, to the Ml (Light Industrial)District, with
proffers, by Pierce Hardy Limited Partnership (the "Owner"), I have now reviewed the Proffer
Statement and it is my opinion that the Proffer Statement would be in a form to meet the
requirements of the Frederick County Zoning Ordinance and the Code of Virginia, and would be
legally sufficient as a proffer statement, subject to the following comments.
• Preliminary Matters, I"paragraph–To avoid any ambiguity, the references to
"Applicant" in this paragraph should be to "Owner".
• Preliminary Matters, 2nd paragraph–This paragraph refers to a boundary survey plat
dated April 30, 2021. The materials you sent included a draft consolidation plat, but not
the referenced item. It may be appropriate to change the reference to the eventual
consolidation plat and to parcels I and 2 as shown thereon.
• Proffer A–The proffer refers to an attached site plan,but no site plan accompanied the
materials I received.

• Proffer C I —At the time of approval of the original 2005 proffers, dedication of
Yardmaster Court as a public road had not taken place. It appears that the reference in
Proffer C1 to"a single shared commercial entrance"is, however,to what is now known
as Yardmaster Court. Therefore, to avoid any ambiguity, it appears that the reference to
41a single shared commercial entrance"should be changed to"Yardmaster Court".
• Proffer C2—The proffer indicates that Proffer C2 from the 2005 proffers is complete,but
it appears that Proffer C3 (additional right-of-way dedication along Route 11) from the
2005 proffers is also complete, so it may be most appropriate either to reference Proffer
C3 from the 2005 proffers as complete as well or not to refer to either of the 2005
proffers.
• Proffer E—The proffer states the monetary contribution rate as $0.015 per square foot,
the same as the 2005 proffers state, but the impact analysis letter dated April 26, 2002
indicates $0.15 per square foot. If the intent is for the rate to be $0.15 per square foot, a
correction would be in order.
I have not reviewed the substance of the proffers as to whether the proffers are suitable
and appropriate for this specific development, as my understanding is that review will be done by
staff and the Planning Commission.

Executive Summary
This report summarizes the findings of the Traffic Impact Analysis (TIA) performed by Bowman for
the proposed 84 Lumber Truss Plant development located in Frederick County, VA.
The purpose of this analysis is to determine the potential impact (if any) to the existing traffic
operations of the surrounding roadway network caused by the proposed development.
Description of Proposed Development
The proposed development is to be located at the northwest corner of the intersection of
Martinsburg Pike (US 11) and Yardmaster Court in Frederick County, VA. The proposed site will
consist of a Truss Plant including 31,750 S.F. of assembly and storage buildings, as well as a 2,000
S.F. small office building.
The proposed development is an expansion of an existing 84 Lumber Facility, and will be located
directly to the east of the existing facility.
Access to the proposed site will be provided via three (3) full-access driveways connecting to
Yardmaster Court: one (1) proposed truck driveway, one (1) proposed customer/employee
driveway, and one (1) existing employee driveway.
To provide a conservative analysis of the driveway operations for the site, the access to the
proposed site will be evaluated as one site driveway connecting to Yardmaster Court.
Scope of Work
The scope of work for this analysis was prepared per VDOT Traffic Impact Analysis Guidelines. To
examine the projected impact of the proposed development's site traffic on the existing roadway
network, the following study intersections were analyzed in this report:
• Martinsburg Pike (US 11) and Yardmaster Court/Private Driveway (Unsignalized)
• Yardmaster Court and Proposed Site Driveway (Unsignalized)
For the purposes of this analysis, it is anticipated that the proposed development will be
constructed and fully operational by the year 2023. Therefore, the following scenarios were
evaluated as part of this study:
• Existing Conditions (2022)
• Future Conditions (2023) without the proposed development (No Build)
• Future Conditions (2023) with the proposed development (Build)

Programmed Improvements
It is Bowman's understanding that there are no programmed roadway improvements within the
project vicinity.
Trip Generation
Trip generation for the proposed development was calculated based on the calculations and
formulae contained in the Institute of Transportation Engineers (ITE) Trip Generation Monuof, I Yh
Edition.
The proposed 84 Lumber Truss Plant Development is expected to generate 53 total trips (33 in
and 20 out) during the morning peak hour, 75 total trips (33 in and 42 out) during the evening
peak hour, and 570 total trips (284 in and 286 out) during an average weekday.
Capacity Analysis Results

Introduction
This report summarizes the findings of the Traffic Impact Analysis (TIA) performed by Bowman for
the proposed 84 Lumber Truss Plant development located in Frederick County, VA.
The purpose of this analysis is to determine the potential impact (if any) to the existing traffic
operations of the surrounding roadway network caused by the proposed development.
Background Information
The proposed development is to be located at the northwest corner of the intersection of
Martinsburg Pike (US 11) and Yardmaster Court in Frederick County, VA. Figure 1 depicts the site
location.

As shown in Figure 2, access to the proposed site will be provided via three (3) full-access
driveways connecting to Yardmaster Court: one (1) proposed truck driveway, one (1) proposed
customer/employee driveway, and one (1) existing employee driveway.
To provide a conservative analysis of the driveway operations for the site, the access to the
proposed site will be evaluated as one site driveway connecting to Yardmaster Court.
Scope of Work
The scope of work for this analysis was prepared per VDOT Traffic Impact Analysis Guidelines.
In accordance with VDOT requirements, the following items were analyzed in this report:
• Trip generation calculations for the proposed development
• Traffic assignment (trip distribution) for the proposed development
• Capacity and queuing analyses
For the purposes of this analysis, it is anticipated that the proposed development will be
constructed and fully operational by the year 2023. Therefore, the following scenarios were
evaluated as part of this study:

Programmed Improvements
• It is Bowman's understanding that there are no proposed roadway improvements within
the Project vicinity.
Background Growth Rate
• Historical traffic volumes along Martinsburg Pike published by VDOT for the previous five
(5) years indicate that there has been a decrease in background traffic from 7,800 daily
vehicles in 2015 to 7,600 daily vehicles in 2019.
• Therefore, in order to provide a conservative amount of background traffic growth, a
background growth rate of 2.0% per year will be used in the study.
Existing Roadway Network
Mortinsbura Pike (US 11) within the identified study area is a two-lane undivided roadway with
auxiliary turning lanes, listed as a Major Collector on VDOT's Functional Classification Map. It has
a north-south alignment with a posted speed limit of 45 mph.
YordmosterCourtwithin the identified study area is a two-lane undivided roadway with an auxiliary
right turn lane, listed as a Local Road on VDOT's Functional Classification Map. It has an east-west
alignment with a statutory speed limit of 25 mph.
Existing Intersection Configuration
Intersection of Martinsburg Pike and Yardmaster Court/Private Driveway
This intersection is currently a four-legged unsignalized intersection where Yardmaster
Court/Private Driveway has an east-west alignment and Martinsburg Pike has a north-south
alignment as shown on Figure 3.

The eastbound approach consists of one shared left turn/through lane and one exclusive right
turn lane. The westbound approach consists of one shared left turn/through/right turn lane. The
northbound approach consists of one exclusive left turn lane and one shared through/right turn
lane.The southbound approach consists of one exclusive left turn lane, one through lane, and one
exclusive right turn lane.
Data Collection
Turning Movement Counts
Turning movement counts were collected at the Martinsburg Pike and Yardmaster Court/Private
Driveway intersection during the morning (7:00 AM — 9:00 AM) and evening (4:00 PM — 6:00 PM)
peak periods. The turning movement counts were collected on Wednesday, March 23rd, 2022.
The roadway network AM peak hour was determined to be from 8:00 AM — 9:00 AM, and the PM
peak hour was determined to be from 4:15 PM —5:15 PM. A copy of the turning movement counts
is included in Appendix B.
Programmed Improvements
It is Bowman's understanding that there are no proposed roadway improvements within the
project vicinity.

Traffic Forecast and Background Traffic
For the purposes of this analysis, it is anticipated that the 84 Lumber Truss Plant Development will
be constructed and fully operational by the year 2023. The following scenarios were evaluated as
part of this study:

• Future Conditions (2023) without the proposed development (No Build)
• Future Conditions (2023) with the proposed development (Build)
The 2022 Existing Peak Hour Traffic Volumes are depicted on Exhibit 1 in Appendix C.
As previously mentioned, a background growth rate factor of 2.0% per year was applied to the
traffic counts to grow the existing volumes to Future Conditions. This growth rate factor was
applied to project the 2022 Existing Traffic Volumes one (1) year to develop the 2023 No Build
Peak Hour Traffic Volumes, which are depicted on Exhibit 2 in Appendix C.
Proposed Development
The Applicant is proposing to develop the site with a Truss Plant consisting of 31,750 S.F. of
assembly and storage buildings, as well as a 2,000 S.F. small office building. The proposed
development is an expansion of an existing 84 Lumber Facility, and will be located directly to the
east of the existing facility.
Trip Generation and Trip Distribution
The Institute of Transportation Engineers (ITE) Trip Generation Monuof, 11' Edition was used to
determine the number of trips generated by the proposed land use. Table 1 displays the trip
generation for the proposed development.

53 total trips (33 in and 20 out) during the morning peak hour, 75 total trips (33 in and 42 out)
during the evening peak hour, and 570 total trips(284 in and 286 out) during an average weekday.

These traffic volumes were then distributed to the roadway network in accordance with a site
traffic distribution pattern developed from the 2022 traffic counts. The site trip distribution is
depicted on Exhibit 3 in Appendix C, and the site-generated trips are depicted on Exhibit 4 in
Appendix C.
The projected site trips were then added to the 2023 No Build Traffic Volumes to create the 2023
Build Peak Hour Traffic Volumes, which are depicted on Exhibit 5 in Appendix C.
Capacity Anal
The study intersections were analyzed for each scenario using the 6th Edition of the Highway
Capacity Manual (HCM) methodologies using the computer software package Synchro 10 with
SimTraffic. The analysis uses capacity, Level of Service (LOS), control delay, and queuing as the
criteria for the performance of the intersections.
The analysis models were developed per the standards and requirements included in VDOT's
Traffic Operations and Safety Analysis Manual (TOSAM) —Version 2.0.
Capacity, as defined by the HCM, is a measure of the maximum number of vehicles in an hour
that can travel through an intersection or section of roadway under typical conditions. Level of
Service (LOS) is a marker of the driving conditions and perception of drivers while traveling during
the given time period. LOS ranges from LOS "A", which represents free-flow conditions, to LOS
"F", which represents breakdown conditions. Table 2 shows the LOS for intersections as defined
by the HCM.

Control delay is a measure of the total amount of delay experienced by an individual vehicle and
includes delay related to deceleration, queue delay, stopped delay, and acceleration. Table 2
shows the amount of control delay (in seconds per vehicle) that corresponds to the LOS for
signalized and unsignalized intersections.
The reported queues, or linear distance of delayed vehicles, for the intersections in this study are
the 95th percentile queues reported by SimTraffic after 10 runs of 60 minutes each with a 15-
minute seeding time. They are reported to ensure that the storage lengths of lanes at

intersections are of adequate length and that queued vehicles will not interfere with free flow
vehicles or adjacent intersections.
Capacity analyses were completed for the following scenarios during the morning and evening
peak hours:

Capacity Analysis of Existing Conditions (Year 2022)
A capacity analysis under the Existing Year 2022 Conditions was conducted for the study
intersection previously described in this report. The Existing Conditions capacity analysis results
are included in Appendix D.
Intersection of Mortinsbura Pike (US 11) and Yardmaster Court/Private Drivewoy
Based on the results of the capacity analysis under Existing Conditions, the intersection of
Martinsburg Pike and Yardmaster Court/Private Driveway currently operates at an acceptable
overall level of service "A" during both the morning and evening peak hours.
All turning movements and approaches currently operate at a LOS C or better during both the
morning and evening peak hours.
The queue results from SimTraffic do not appear to exceed the available storage for the auxiliary
lanes. The capacity analysis results are summarized in Table 3.
