Board of Supervisors: Charles S. DeHaven, Jr., Chairman; J. Douglas McCarthy, Vice
Chairman; Robert W. Wells; Judith McCann-Slaughter; Shawn L. Graber; and Josh E. Ludwig.
Blaine P. Dunn participated remotely.
Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County
Administrator; Roderick B. Williams, County Attorney; Karen Vacchio, Public Information Officer;
Wyatt Pearson, Planning Director; Cheryl Shiffler, Finance Director; Bill Orndoff, Treasurer;
Jennifer Place, Risk Manager/Budget Analyst; John Bishop, Assistant Director of Planning-
Transportation; Mark Cheran, Zoning & Subdivision Administrator; Scott Varner, Director of
Information Technologies; and Ann W. Phillips, Deputy Clerk to the Board of Supervisors.
CALL TO ORDER
Chairman DeHaven called the meeting to order at 5:30 p.m.
REMOTE PARTICIPATION BY SUPERVISOR DUNN -APPROVED
On a motion by Vice Chairman McCarthy, seconded by Supervisor Wells, remote
participation was approved on a voice vote for Supervisor Dunn to participate from Atlanta, Georgia,
where he had traveled for business purposes.
DISCUSSION—OUTSIDE AGENCIES: FY 23 FUNDING
The Board discussed FY 23 funding requests from outside agencies and directed the
Finance Director to proceed with the proposed funding with the exception of the following three

which they requested to meet with the Board at a future work session for further discussion before
funding is awarded: Lord Fairfax EMS Council, The Laurel Center, and Lord Fairfax Community
College. By consensus, the Board agreed not to fund any new requests that had been received
from agencies that had not previously received County funding.
DISCUSSION—TRANSFER OF DEVELOPMENT RIGHTS (TDR) PROGRAM AMENDMENT
Planning Director Wyatt Pearson reviewed the Transfer of Development Rights Program.
He and the Board discussed proposed updates to the program.
PRESENTATION - FY 23 PLANNING DEPARTMENT WORK PLAN
Planning Director Wyatt Pearson reviewed his department's FY 23 work plan noting some
items that had been requested during the joint Board-Planning Commission Retreat held earlier
this year.
ADJOURN
There being no further business, at 6:31 p.m. Chairman DeHaven adjourned the work
session on a motion.
