Board of Supervisors: Charles S. DeHaven, Jr., Chairman; J. Douglas McCarthy, Vice
Chairman; Robert W. Wells;Judith McCann-Slaughter; Shawn L. Graber; and Josh E. Ludwig were
present. Blaine P. Dunn participated remotely.
Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County
Administrator; Roderick B. Williams, County Attorney; Karen Vacchio, Public Information Officer;
Cheryl Shiffler, Finance Director; Jennifer Place, Risk Manager/Budget Analyst; Sharon Kibler,
Assistant Finance Director;Scott Varner, Director of Information Technologies; and Ann W. Phillips,
Deputy Clerk to the Board of Supervisors.
Others present: Brandon Monk,School Board Chairman; Bradley Comstock, School Board
Vice Chairman; David Sovine, Superintendent; and Patty Camery, FCPS Finance Director
CALL TO ORDER
Chairman DeHaven called the meeting to order at 5:30 p.m.
WORK SESSION
Vice Chairman McCarthy and School Board Chairman Monk discussed their recent
conversations about the uses of Elementary and Secondary School Emergency Relief funds.
Supervisor Graber and School Board Chairman Monk discussed their recent conversation
about the responses to supervisor Dunn's questions, the Elementary and Secondary School
Emergency Relief funds, and plans for how the $10,800,000 were to be spent.

FISCAL YEAR 2022-23 BUDGET AND APPROPRIATION FOR SCHOOL OPERATING FUND
BY CATEGORY AT A SUBSEQUENT MEETING—APPROVED
Supervisor Graber moved that the Board rescind its vote from the April 13, 2022, meeting
approving the County budget to the extent that it would remove the approval of local funds for
school capital improvements budget totaling $2,151,758; including the $1,283,875, in local funds
requested to fully fund capital initiatives, and the $867,883 transfer from School Dept to Capital
Fund,which is included in the Schools'estimated State/County Transfer Funds available to support
initiatives with such funds having been removed from the school capital budget being transferred
to the County Transportation Reserve and he further moved that the Board approve the school
operating budget under scenario `A' less$2.1 million from their request with said $2.1 million being
transferred to the County Transportation Reserve and the school operating funds to be
appropriated by category with the exact categorial breakdown being determined in a subsequent
vote. Vice Chairman McCarthy seconded the motion which carried on a recorded vote as follows:

ADJOURN
There being no further business, at 5:37 p.m. Chairman DeHaven adjourned the work
session on a motion by Vice Chairman McCarthy, seconded by Supervisor Graber.
