April 27 2022 Board Work Session with Economic Development Commission Minutes 361 MINUTES FREDERICK COUNTY BOARD OF SUPERVISORS-ECONOMIC DEVELOPMENT AUTHORITY JOINT WORK SESSION WEDNESDAY, APRIL 27, 2022 5:30 P.M. BOARD ROOM, COUNTY ADMINISTRATION BUILDING 107 NORTH KENT STREET, WINCHESTER, VIRGINIA ATTENDEES Board of Supervisors: Board of Supervisors: Charles S. DeHaven, Jr., Chairman; J. Douglas McCarthy, Vice Chairman; Robert W. Wells; Judith McCann-Slaughter; Blaine P. Dunn; Shawn L. Graber; and Josh E. Ludwig were present. Staff Present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County Administrator; Roderick B. Williams, County Attorney; Scott Varner, Director of Information Technology; and Ann W. Phillips, Deputy Clerk to the Board of Supervisors. Economic Development Authority: Bryan Fairbanks; Heather McKay;Doug Rinker; Stan Crockett, Chairman; Rick Till; and Susan Brooks were present. Staff Present: Patrick Barker, Executive Director; Wendy May, Marketing Manager; Shayla Rickard, Business Retention Manager; Georgiana Dearing, Project Specialist; and Donna Mcllwee, Administrative Assistant. Also present was Michael Bryan, Legal Counsel for the EDA. CALL TO ORDER Chairman DeHaven called the meeting to order at 5:30 p.m. EXECUTIVE DIRECTOR'S PRESENTATION Mr. Barker provided a general overview of the EDA's mission. He updated the Board on the activities of the EDA since the last joint meeting including the Targeted Business Analysis, FredCo Eats Inaugural Restaurant week, and the status of attracting another grocery store. Mr. Barker concluded with an update of the planned activities discussed at the previous year's joint meeting and listed accomplishments achieved in the past year. Minute Book 47 Board of Supervisors-EDA Joint Work Session of April 27, 2022 County of Frederick, Virginia 362 DISCUSSION The Board, the Authority and Mr. Barker discussed the presentation and new initiatives. Authority members Brooks, Till, and Fairbanks noted the importance of a strong and successful public school system in attracting and retaining desirable businesses in the County.
