CALL TO ORDER
Chairman DeHaven called the meeting to order at 5:30 p.m.
DISCUSSION—BUDGET SCENARIO AND TAX RATE FOR FY 2022-2023
The Board reviewed and discussed the proposed budget scenarios and the proposed
personal property tax rate.
Commissioner of the Revenue Seth Thatcher clarified that the proposed reduced tax rate
will apply to all vehicles, including business-owned vehicles.
By consensus, the Board agreed to use the proposed reduced personal property tax rate
of$4.23 per$100 of assessed value.

The Board discussed the requested new positions and the recommendation of the County
Administrator, including an additional Assessor position in the office of the Commissioner of the
Revenue.
By consensus, the Board agreed to use the County Administrator's recommendations with
the understanding that staff will arrange meetings with both the Sheriff and the Fire Chief for
discussion about the need for additional positions which will not be filled until such meetings have
taken place. The Board agreed to meet with the Fire Chief for discussion about the EMS revenue
recovery and the split of revenue between the County and the volunteer fire departments.
The Board discussed information provided by Supervisor McCarthy following his meeting
with School Board member Hester, including the current cost of five preschool classrooms being
$6.1 million.
Supervisor Dunn expressed concern about the amount being spent on preschool
classrooms.
Supervisor Graber said he had requested a line-item budget from the Schools and since
he has not received it, he stands by his desire for a $60 million cut in their funding.
Supervisor Ludwig noted his concern about school spending and offered a revision to the
proposed budget scenario C. He suggested the Schools be funded in the amount of$75,553,417
which is a reduction of$22 million from the amount requested. He further suggested the$22 million
difference be kept in reserve so that it could be restored to the Schools depending on further
meetings and discussions with the School Board.
Supervisor McCarthy noted that if requested funds were reduced, the Board needed to act
quickly to decide about restoring those funds to assist the School Board in budgeting.
By consensus,the Board agreed to move forward with the revised scenario C as suggested
by Supervisor Ludwig, and the Board agreed that the school capital requests would remain fully
funded.

There being no further business, at 6:25 p.m. Chairman DeHaven adjourned the work
session on a motion by Vice Chairman McCarthy, seconded by Supervisor Wells.
