BOARD MEETING ROOM, COUNTY ADMINISTRATION BUILDING 107 NORTH KENT STREET, WINCHESTER, VA ATTENDEES Board of Supervisors: Charles S. DeHaven, Jr., Chairman; J. Douglas McCarthy, Vice Chairman; Robert W.Wells;Judith McCann-Slaughter; Blaine P. Dunn; Shawn L. Graber; and Josh E. Ludwig were present. Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County Administrator; Roderick B. Williams, County Attorney; Cheryl Shiffler, Finance Director; Sharon Kibler, Assistant Finance Director; Jennifer Place, Risk Manager/Budget Analyst; Karen Vacchio, Public Information Officer; Scott Varner, Director of Information Technologies; and Ann W. Phillips, Deputy Clerk to the Board of Supervisors. School Board: Brandon H. Monk; Bradley A. Comstock; Michael A. Lake; Brian J. Hester; Ellen G. White; Miles B.Adkins;and Linda Martin. Staff present: Dr. David Sovine, Superintendent; Vernon Bock, Assistant Superintendent for Administration; Steve Edwards, Coordinator of Policy and Communications; Dr. James Angelo, Assistant Superintendent for Instruction; Patty Camery, Executive Director of Finance; and Kristen Anderson, FCPS Budget Supervisor. Also present were Finance Committee Members Gary Oates; and Bill Orndoff, Treasurer. CALL TO ORDER Chairman DeHaven called the meeting to order at 6:30 p.m. DISCUSSION The members of the School Board and Board of Supervisors discussed the relationship between the two boards,the need for a fourth high school,the county contribution toward the school budget in comparison to the state average, the proposal to reduce school funding and fund charter schools, the School Board's timing to provide its budget request in categorical form, the availability of the School Board's budget book, the decision not to move forward with a proposed renovation of the old Aylor School, building capacity guidelines changing, overcrowding in the three high Minute Book 47 Board of Supervisors-School Board Joint Work Session of March 10, 2022 County of Frederick, Virginia 323 schools, current growth in the County's population, options other than building a fourth high school, the desire for more detailed budget information by the Board of Supervisors, the possibility of a committee of the two boards deciding what additional detail will be provided, the local composite index, school spending on Deep Equity and/or Positive Behavior Interventions and Supports, and county population growth compared to school budget growth. Supervisor Graber left the meeting at 7:45 p.m. The members continued discussion on school bus costs and needs, the role of the School Board in setting budget priorities, the perception that the Board of Supervisors is micromanaging the School Board, the consensus to meet again in six months and nine months, and the preferred method of sending requests for information between the Boards through the administrative staff for transparency and dissemination. ADJOURN There being no further business, on motion of Vice Chairman McCarthy, seconded by Supervisor Wells, the meeting was adjourned at 8:15 p.m. Charles S.
