BOARD ROOM, COUNTY ADMINISTRATION BUILDING 107 NORTH KENT STREET, WINCHESTER, VIRGINIA ATTENDEES Board of Supervisors: Charles S. DeHaven, Jr., Chairman; Blaine P. Dunn; Judith McCann-Slaughter; Shawn L. Graber; and J. Douglas McCarthy. Josh E. Ludwig participated remotely because of a family member's medical condition that required him to provide care,thereby preventing his physical attendance. Robert W. Wells was absent. Finance Committee Citizen Members: Jeffrey S. Boppe; Angela Wiseman; and Gary R. Oates Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County Administrator; Roderick B. Williams, County Attorney; Karen Vacchio, Public Information Officer; Wyatt Pearson, Planning Director; Cheryl Shiffler, Finance Director; Bill Orndoff, Treasurer; Seth Thatcher, Commissioner of the Revenue; Jennifer Place, Risk Manager/Budget Analyst; Sharon Kibler, Assistant Finance Director; Scott Varner, Director of Information Technologies; Mike Marciano, Director of Human Resources; Patrick Fly, Assistant Director of Information Technologies; and Ann W. Phillips, Deputy Clerk to the Board of Supervisors. CALL TO ORDER Chairman DeHaven called the meeting to order at 8:30 a.m. REMOTE PARTICIPATION APPROVED Supervisor Ludwig requested to participate remotely. On motion of Vice Chairman McCarthy, seconded by Supervisor Graber, remote participation by Supervisor Ludwig from Rock Hill, South Carolina, was approved on a voice vote because a family member's medical condition required Supervisor Ludwig to provide care preventing his physical attendance at the meeting. Minute Book 47 Board of Supervisors Work Session of February 16, 2022 County of Frederick, Virginia 284 PRESENTATION Russell Campbell of Management Advisory Group, Inc., presented the Frederick County Salary Survey report to the Board. The Board and Mr. Campbell discussed the reported recommendations and methodology used by Management Advisory Group, Inc. BUDGET DISCUSSION Finance Director Cheryl Shiffler provided proposed scenarios for the Board's discussion. She noted that the Commissioner of the Revenue will attend the next budget work session to provide information and discuss the personal property tax rate. ADJOURN There being no further business, at 10:03 a.m. Chairman DeHaven adjourned the work session. Charles S.
