Board of Supervisors: Charles S. DeHaven, Jr., Chairman; J. Douglas McCarthy, Vice
Chairman; Robert W. Wells; Blaine P. Dunn; Judy McCann-Slaughter; Shawn L. Graber; and Josh
E. Ludwig were present.
Planning Commission: John Jewell, Chairman; Robert S. Molden; Gary R. Oates;
Kathleen "Kay" Dawson; Roger Thomas; Charles Triplett; Elizabeth Kozel; Betsy Brumback;
William Orndoff;and Mollie Brannon were present.Planning Commission Member H. Paige Manuel
was absent.
Staff Present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County
Administrator; Roderick B. Williams, County Attorney; Wyatt Pearson, Director of Planning &
Development; Candice Perkins, Assistant Director of Planning & Development; John Bishop,
Assistant Director of Planning & Development-Transportation; Tyler Klein, Senior Planner; Mark
Cheran, Zoning & Subdivision Administrator; Austin Cano, Assistant County Attorney; Shannon L.
Conner, Administrative Assistant; and Ann W. Phillips, Deputy Clerk to the Board of Supervisors.
CALL TO ORDER
Chairman DeHaven called the meeting to order at 8:30 a.m.
Planning Commission Chairman John Jewell called the meeting to order at 8:30 a.m.
STAFF PRESENTATION
Wyatt Pearson, Department of Planning and Development Director, delivered a
presentation on noteworthy demographic trends and mapping analysis compiled by the Planning
& Development department.

DISCUSSION GROUPS
The Board and Planning Commission members participated in small group discussions on
the following topics: Transportation, Residential Growth and Housing, Land Use, and Rural Areas.
ROUND TABLE DISCUSSIONS
The Board and Planning Commission members participated in a round table discussion of
the following topics: encouraging fiber installation in urban areas, solar farms, expanding transfer
of development rights to industrial and commercials zones, expansion of the Sewer Water Service
Area in conjunction with Frederick Water, the proposed Middletown boundary line adjustment, uses
of the conditional use permit, and telecommunications towers.
UPDATE ON FY22 WORK PLAN ITEMS
Planning and Development Staff provided updates on the status of the following FY 22
Work Plan items: Transportation Project Prioritization; Transfer of Development Rights Program
Changes; and Small Area Plan Updates (NELUP).
