April 04, 2000 Work Session ,482 A Worksession of the Frederick County Board of Supervisors and County Finance Committee was held on April 4, 2000, at 9:00 A.M., in the Board of Supervisors' Meeting Room, County Administration Building, 107 North Kent Street, Winchester, Virginia. PRESENT Chairman Richard C. Shickle; Vice Chairman Charles W. Orndoff, Sr.; W. Harrington Smith, Jr.; Robert M. Sager; Margaret B. Douglas; and Sidney A. Reyes. STAFF: County Administrator John R. Riley, Finance Director Cheryl Shiffler, Budget Analyst Jennifer Place, Public Works Director Ed Strawsnyder, ShawneeLand Manager Dave Burleson, Deputy Clerk Carol T. CHAIRMAN SHICKLE CALLED THE SESSION TO ORDER COUNTY ADMINISTRATOR RILEY REVIEWED OUTSTANDING BUDGET ISSUES AS OF MARCH 22. 2000 PUBLIC HEARING EDC - County Administrator Riley explained that Director June Wilmot was okay with the reduction in her budget of$91 ,600; however, should she receive additional funding from the Federal or State Government in addition to private sources she is requesting that she be allowed to come before the Board to discuss her budget at that time. Upon motion made by Supervisor Smith, seconded by Supervisor Reyes, the Economic Development Commission Budget, with cuts of $9l,600, was approved, along with Director Wilmot's request. Douglas - Aye Sidney A. Reyes - Aye FREE MONT DAY NURSERY County Administrator Riley recommends that the original recommendation of no donation from the county not be changed. Supervisor Reyes explained that he did visit the nursery and was impressed with the operation; however, upon learning of the small number of Frcderick County children who attend, 483 he agrees with the recommendation of no funding from the county. Upon motion made by Supervisor Orndoff, seconded by Supervisor Douglas, the county will not provide any funding for Freemont Day Care. Reyes - Aye DISCOVERY MUSEUM County Administrator Riley explained that Senator Potts had notified the county that $75,000 had been approved by the General Assembly provided that the City of Winchester and Frederick County provide $25,000 matching funds for the next two years to the Discovery Museum. He further explained that the county only received $150,000 toward the renovation of the Old County Courthouse and the original arnount requested was $250,000. Supervisor Omdoffasked about the $200,000 earmarked for the renovation. County Administrator Riley explained the funding available is it, and that amount is all that will be spent. He further explained if the City of Winchester does not participate, then the County does not participate. Supervisor Smith advised that he did not like the way this was handled in Richmond. The county should be able to receive funding, without having strings attached, as was the case with this request. Chairman Shickle asked Superintendent Dean ifthe school board was comfortable working with this project. Dr. Dean replied that if this is what the Board wanted, they would work toward getting it done. Chairman Shickle asked Dr. Dean ifthey would be willing to do an annual review. Dr. Dean replied yes. Supervisor Sager endorsed Supervisor Smith's comments relating to how Richmond handled this request. Upon motion made by Supervisor Douglas, seconded by Supervisor Reyes, the Discovery Museum Funding, as spelled out by the State, was approved by the following recorded vote: Richard C. Reyes - Aye FIRST NIGHT WINCHESTER County Administrator Riley advised that he recommends current funding level which is zero. Upon motion made by Supervisor Douglas, seconded by Supervisor Orndoff, funding for First Night Winchester will remain at zero. Douglas - Aye Sidney A. Reyes - Aye SHENANDOAH AREA AGENCY ON AGING County Administrator Riley advised that he was recommending present level funding of $11,000. Upon motion made by Supervisor Smith, seconded by Supervisor Sager, present level funding for Shenandoah Area Agency on Aging in the amount of $11,000 was approved by the following recorded vote: Richard C. Reyes - Aye YOUTH DEVELOPMENT CENTER Based upon a memo from Assistant County Administrator Lauren Carrier, $30,000 will be transferred from VJCCCA to CSA in order to fund the Youth Development Center for this fiscal year. Upon motion made by Supervisor Douglas, seconded by Supervisor Sager, the Youth Development Center funding, as noted above, was approved by the following recorded vote: Richard C. Reyes - Aye HEALTH DEPARTMENT 485 County Administrator Riley advised that the current budget level is $280,051; however, this does not include funding for two milk inspectors needed for Hood, once this operation is on line. Upon motion made by Supervisor Reyes, seconded by Supervisor Smith, the Health Department will receive present level funding in the amount of$280,05 1. This does not include the two milk inspector positions. The above motion was approved by the following recorded vote: Richard C. Shickle - Aye Charles W. Orndoff, Sr. - Aye W. Harrington Smith, Jr. - Aye Robert M. Sager - Aye Margaret B. Douglas - Aye Sidney A. Reyes - Aye SCHOOLS County Administrator Riley addressed the area of categorical funding of the school budget. Supervisor Reyes asked for additional information concerning the VRS savings of approximately $644,000. County Administrator Riley explained that the county was not aware of this information until right before the budget public hearing. He explained that it is a savings for the schools that could be used for next year. Upon motion made by Supervisor Smith, seconded by Supervisor Douglas, the $644,000 savings from VRS will be budgeted to the school board. Douglas - Aye Sidney A. Reyes - Aye Chairman Shickle asked County Administrator Riley if he had received the categorical funding information from the school board. County Administrator Riley replied that he had not. Chairman Shickle asked Dr. Dean when this information would be forthcoming and where would this additional money be used. Dr. Dean replied hopefully for buses. Chairman Shickle advised that depending on whom you talk with as to how well the Frederick County School System faired as far as receiving additional funding from the General 486 Assembly. In his conversations with our representatives they feel Frederick County did well; however, our school officials do not necessarily agree. He feels it is important that all parties be on the same page. Supervisor Reyes asked if the additional funds that were just approved, could possibly be used toward upgrading salaries for aides. Dr. Dean explained that he would rather use them toward a one time expenditure such as buses rather than an ongoing expenditure, like personnel. County Administrator Riley urged the school board to stick to categorical funding. SHA WNEELAND RATE INCREASE Supervisor Reyes inquired as to whether there was any chance of possible discrimination, with this tax if it is enacted by the Board. County Attorney Ambrogi replied no. There is nothing in the code stating this cannot be done, and explained that it was not a tax, it is a fee. Chairman Shickle asked about the process and whether the Board had any options. County Administrator Riley explained the various areas in which this revenue that is received from these fees is used. He further explained that it has been twelve years since there has been any type of increase. Public Works Director Ed Strawsnyder addressed the Board to further explain how the process works as far as public hearing notices, etc. He advised that only 22 residents showed up at the public hearing on this proposed fee increase that was held at the fire hall in ShawneeLand. Supervisor Douglas stated that she felt it was amazing what Manager Dave Burleson has accomplished over the years that he has been there, especially in light of the fact that he has had no more than he does to work with. Upon motion made by Supervisor Reyes, seconded by Supervisor Douglas, the proposed fee increase for property owners in ShawneeLand with improved lots being increased from the current $220 to $370 per year was approved by the following recorded vote: Richard C. Reyes - Aye SCHOOL BOARD RECEIVES $150.000 IN STATE REVENUE Upon motion made by Supervisor Sager, seconded by Supervisor Smith, $l50,000 in State 487 Revenue is hereby approved for the school board. Reyes - Aye 4-H CENTER - TO BE LOOKED AT AGAIN AT YEAR END FIRE AND RESCUE RECEIVES $14.740 IN ORDER TO PROVIDE INCENTIVE PAY County Administrator Riley explained that there will be a $50,000 refund from the Juvenile and Detention Center Budget, and this amount could be taken from this refund. Upon motion made by Supervisor Sager, seconded by Supervisor Douglas, $14,740 was reinstated to the Fire & Rescue Budget for employee incentive pay. Supervisor Orndoff inquired about extra staff, an inspector, that was discussed at an earlier budget worksession. County Administrator Riley advised that all available information has not been collected, but once it is available, it will be presented to the Board. COUNTY ADMINISTRATOR RILEY REVIEWS UPCOMING PERSONNEL AGENDA County Administrator Riley advised the Board of two items that will be presented to the Personnel Committee when they meet on April 5. 1. Request from Public Safety Communications Director to upgrade two positions. There is a possibility additional funding may be necessary next year in order to cover this upgrade. 2. Request from Parks and Recreation Director for a supplemental appropriation in the amount of $9,600 for a part-time employee for special events programs. County Administrator Riley explained that there were a number of requests that did not get funded in this year's budget. The background checks that had been requested by Parks and Recreation for all their programs, he feels this needs to be revisited. Chairman Shickle advised that high priorities need to be looked at. Ifthis means budgets will have to be rearranged in order to show that a certain request (s) are necessary, then so be it.
