At a special meeting of the Board of Supervisors of Frederick
, Virginia, held in the Supervisors Room over the Clerk's office on Monday January
30th, 1947.

C. M. Rosenberger, Chairman, G. W. Lemley, H. M. Fout, William
Carpenter and H. C. Light.
The object of the meeting was to work on the preparation of
the budget for the year beginning July I, 1947 and ending June 30th., 1948.
The day was therefore spent in the preparation of the Budget.
No other business was transacted.
Upon motion it is ordered .that the Board do now adjourn .

The minutes of the last Regular meeting held on the 13th day
and the Special meeting held on the 30th day of January, 1947 were read and

The reports of Harry L. McCann, Treasurer, Earl S. Bailey,
Commissioner of Revenue, F. M. Yellott, Resident Road Engineer, Agnes Shirley, Home
DemonstrationAgent, I. Fred Stine, County Agent and J. Sloan Kuykendall, Commonwealth's
Attorney, were read and apppoved.
DEPARTMENT OF HIGHWAYS - Project No 2393 -D
Upon motion by G. W. Lemley and Seconded by H. M. Fout the
following resolution was unanimously adopted.
WHEREAS, the Commonwealth of Virginia through the Department
of Highways has prepared and submitted plans to this Board for the construction of a local
type base, two -lane, surface treated highway in Frederick County on Secondary Route No.
628, Project No. 1393 -D, from Intersection Route 631 ( W. Stephens City) to 0,.D12 Mile
East Shenandoah.County Line, approved December 27, 2946, and .
WHEREAS, it is proposed to finance the cost of construction,
estimated to be $18,000.00, exclusive of rights of way, 50% from Federal Aid Secondary
Funds and 50,$ from State Funds allocated to Frederick County, and
WHEREAS, it is the desire of this Board that said road be
improbed in accordance with said plans.
NOW, THEREFORE, BE IT RESOLVED: That this Board hereby
approves the plans and requests the Department of Highways to proceed with construction in
accordance with these plans, and the Board further hereby agrees to and does guarantee a
40 foot unrestricted right of way as indicated or noted on said plans, together with the
right to use such additional right of way as may be required for slopes, ditches or channe;

It is further understood, however, that incidental costs such
moving and resetting existing fences, houses, structures, utilities or other obstructic
such nature are to be paid from other Secondary Funds appropriated to Frederick County.
Upon motion the Clerk is ordered to have published in the
Pinchester Evening Star the following notice.
In accordance with the law, the Frederick County Board of
Supervisors will hold their regular meeting on requests for(Secondary Road improvements
Monday March IOth, 1947 at Eleven 0!clock A. M.

Upon motion duly seconded it is ordered that the Treasurer
transfer from the Dog Fund to the General County Fund the sum of $775.42
A delegation with L. B. Whitacre as Chairman appeared before
the Board in the interest of a health unit for Frederick County and the City of Winchester,
ue to the inportance of this matter action was deferred until a later meeting in order
that the Board members be given an opportunity to study the question.
W. R. Legge came before the Board and requested that this
Board allocate from the General County Fund to the School Board the sum of $70.00 for
each of the County High Schools total of $350.00 for the purchase of tools and equipment
U. S. Surplus Products.
Upon motion of H. C. Light and seconded by G. W. Lemley
the Treasurer is ordered to transfer the above sum.
Upon motion, duly seconded the tentative Welfare Budget was
approved as presented.
Accounts totaling $2,626. OI were approved and ordered to be
paid from the General County Fund by warrants numbers 9942 to 9976 inclusive and
Livestock and fowl claims totaling $95.25 were approved and ordered to be paid from the
Dog Fund by warrants numbers 867 to 870 inclusive.
It is ordered that the Board do now adjourn.
