Tibbs, Deputy County Administrator SUBJECT: Public Safety Radio System Procurement DATE: October 30, 2019 On Thursday, November 5, 2020, at 6:30 p.m. the Board of Supervisors will hold a work session to receive the recommendation concerning a vendor and system for the public safety radio system procurement. The following memo provides an overview of the process and staff s recommendation. In addition,we have included copies of the executive summaries from the two vendors with whom we have been negotiating. Mike Milas with Mission Critical Partners will be in attendance to discuss the recommendation and process and answer questions the Board might have regarding the proposal. BACKGROUND As the Board might recall,in October 2018, the County entered into a contract with Mission Critical Partners (MCP) to perform a technical assessment of the County's existing public safety radio system. The results of this assessment were presented to the Board on June 12, 2019. The findings of the study identified the following issues: - Existing system capacity is limited. Specifically, no frequencies are transmitted countywide and there are a limited number of operational channels in the event primary dispatch channels get overloaded. - System resilience — Operational channels are not present at each site; therefore, a site outage results in the loss of one or more channels. - Lack of routine and preventative maintenance. - Primary system components are approaching end of five to seven-year maintenance window. At the end of this maintenance period, manufacturer support is no longer guaranteed. 1 3 Below is the existing law enforcement radio coverage map for Frederick County. Following the MCP work session, questions were raised regarding the possible use of the West Virginia Statewide Interoperability Network (SIRN) as an alternative to constructing a new radio system. To answer those questions and to explore the viability of SIRN as an alternative, MCP was, again, retained to analyze SIRN as an option. The scope of work included the following: - Whether SIRN can meet the desired technical and performance requirements. - Potential cost savings. - Various business factors: 2 4 o Willingness of SIRN administrators to consider an appropriate business relationship. o Initial and ongoing costs. o Procurement considerations. o Governance requirements. o Requirements and guidelines regarding participation, use, maintenance, and future upgrades. MCP completed their analysis and a draft report was given to representatives of the users of the system (Fire & Rescue, Sheriffs Department, Emergency Communications, and Volunteer Fire & Rescue Companies) known internally as the Communications Committee. At the conclusion of the presentation, the Communications Committee forwarded the report to the Board and recommended that the Board authorize the development of a Request for Proposals,which would enable actual costs to be determined and presented to the Board. On November 13, 2019, the Board authorized the development of a request for proposals (RFP) for a new public safety radio system. RFP PROCESS The Communications Committee and MCP began development of an RFP document in early 2020. The RFP specified that the new radio and paging system must provide coverage at 95 percent within the boundary of Frederick County with 95 percent reliability. Further the specifications included: - County border-to-border mobile coverage. - 12-dB in building coverage throughout the County. - 20-dB in-building coverage within the boundary of the City of Winchester and extending 2 miles out from that boundary. - 20-dB in-building coverage along the Interstate 81 (I-81) corridor and extending one mile on either side of that corridor. Based upon feedback from law enforcement during various training opportunities where coverage was lacking, the County desired strong coverage on the various school campuses. On April 2, 2020, a mandatory pre-bid conference was held for all prospective offerors. Due to COVID-19 and travel restrictions at that time, the conference was held virtually. RFP responses were received on June 16, 2020. The County received proposals from the following vendors: Motorola, UHarris, EF Johnson, and Bay Electronics. The responses were distributed to the evaluation committee,which was the Communications Committee. The committee consists of 10 members comprised of three representatives from the Sheriffs Department, three from Fire & Rescue, two from Public Safety Communications, and two volunteer company representatives. A review workshop as held on August 11, 2020 with the evaluation committee and MCP. During that workshop, the committee considered such items as: system architecture, site and microwave plans, radio frequency coverage,pricing, coverage deficiency concerns, and 15-year cost of ownership. At the conclusion of that workshop, based upon each proposals' score, two vendors were selected to move forward for oral presentations. The selected vendors were Motorola and EF Johnson. 5 7 Oral presentations were held on August 19 & 20, 2020. Three proposals were considered: EF Johnson, Motorola Primary, and Motorola Alternate. Per the Code of Virginia, under an RFP process, a locality must select and negotiate with two qualified vendors. The two highest scoring vendors were Motorola and EF Johnson. Following the oral presentations, a negotiation team was established for the County. The team was made up of a representative from each of the following: Sheriffs Department, Fire & Rescue,Public Safety Communications, County Administration, and Finance (Purchasing) and representatives from MCP. Three negotiation sessions were held. The goal of the negotiations was to determine the best overall solution for the County. During negotiations, the team considered the following: system design, risk,initial and long- term costs plus other factors. One of the proposals considered during negotiations was the Motorola Alternate proposal that provided for a shared system option with SIRN. The negotiation team recommended elimination of the SIRN shared system option. After discussions with Motorola, the initial cost savings for the project was approximately $300,000. In addition to the minimal cost savings, several other concerns were raised including: - "Divorce costs" if the shared system relationship were to end. These were estimated between $1.341.5 million. - Concerns over the time it would take to arrive at a contractual agreement. Currently the County accesses the SIRN system through a memorandum of understanding; however, a more legally binding document would be needed given the amount of investment the County would be undertaking. - Frederick County ownership of the system provides more control. - There were concerns over the resilience of SIRN's microwave network. Staff would note that this recommendation would not preclude the County from working with SIRN to continue the existing relationship and possibly assist them in completion of their microwave network by allowing use of the new proposed tower sites in the northern part of the County. In addition, staff is recommending the Board move forward with greenfield sites (County owned/built) instead of leased sites. With regard to the greenfield sites, the upfront cost is approximately$4 million; however,lease costs could be as low as $10,800/year per site or as high as $108,000/year per site. Further,with the Board's interest in expanding broadband within the underserved areas of the County, ownership of the tower infrastructure could provide opportunities for broadband deployment and expansion. Finally, ownership could also facilitate a revenue stream as the County could consider leasing space on these towers to telecommunication or internet providers. Staff would like to point out that as part of our due diligence effort we have worked hard to understand vendor costs and have normalized offerings where appropriate. The County Negotiation Team considered many factors when developing our recommendations including initial and long-term costs, perceived risk and confidence in the vendor offerings and design differences. Our goal was to recommend the vendor and offering that was in the best long-term interest of the County. NEXT STEPS At the conclusion of the work session, staff will be seeking guidance from the Board on the following items: 1. Does the Board wish to move forward with this pro)ect? 2. Board consensus regarding staff s recommendation. 3. Clarification from the Board regarding owned versus leased sites. If there is a consensus from the Board to move forward with this pro)ect, staff would place the following items on the Board's November 12, 2020 agenda for action: 1. Authorization to enter into a contract with EF Johnson for anew public safety radio system. 8 10 2. Authorization to enter into a contract with Mission Critical Partners for project management services. Should the Board desire to move forward with this project, there will also need to be decisions made regarding funding. No critical buildings identified in the RFP exist in these areas. Removing the George Washington National Forest and Rock Enon Springs from the service area improves our 12dB coverage guarantee to 94.5%countywide.
