HomeMy WebLinkAbout020-20 (FY2020-2021BudgetAmendmntCARESAct2ndHalf) ,w • BOARD OF SUPERVISORS RESOLUTION FISCAL YEAR 20202021 BUDGET AMENDMENT WHEREAS, the U.S. Congress passed and the President recently signed the Coronavirus Air, Relief, and Economic Security (CARES) Act of 2020; and WHEREAS, localities were allocated fielding frorn the CARES Act through multiple sources, but primarily from the Coronavirus Relief Fund (CRF) allocations which the Commonwealth of Virginia allocated to localities based on population; and WHEREAS, CRF funds may be used for qualifying expenses to cover costs that 1) are necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COV1D-19); 2) were not accounted for in the budget most recently approved as of March 27, 2020 (the date of enactment of the CARES Act) for the State or local government; and 3) were incurred during the period that begins March 1, 2020, and ends on December 30, 2020. WHEREAS, the County is required to provide an equitable share of the CRF funds are granted to each incorporated town within its jurisdiction (Middletown and Stephens City); and WHEREAS, agreements will be made with the two aforementioned Towns per requirements of the Commonwealth of Virginia; and WHEREAS, Pursuant to Title 15.2, Chapter 25, Section 15.2-2507 of the Code of Vir ig Liia, 1950 as amended, the appropriate advertisements and public hearings have been conducted; NOW, THEREFORE, BE IT RESOLVED,by the Board of Supervisors that the FY 2020- 2021 Budget be Amended to Reflect: CARES Act Fund Supplemental Appropriation in the Amount of$7,792,215. This amount represents the second half of the Coronavirus Aid, Relief and Economic (CARES) Act Coronavirus Relief Funds (CRF) allocated by the Commonwealth of Virginia to assist with the direct impact of the COV1D-19 pandemic. BE IT FURTHER RESOLVED, estimates of revenues and appropriations are approved at the fund level, and appropriations designated for this special revenue fund will not lapse at the end of the fiscal year, but shall remain appropriated until the completion of the project or until the Board of Supervisors, by appropriate resolution, changes or eliminates the appropriation. BE IT FURTHER RESOLVED, CARES Act Fund appropriation shall include funds transferred to other funds for classification purposes. ADOPTED this 91" day of September, 2020. Charles S. Allocations were sent to localities from the State based on population,and Frederick County received $7,792,215 on June 2,2020. The CARES Act provides that payments from the CRF only may be used to cover costs that: 1. are necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019(COVID-19); 2. were not accounted for in the budget most recently approved as of March 27,2020(the date of enactment of the CARES Act)for the State or local governments; 3. were incurred during the period that begins on March 1,2020 and ends on December 30,2020.(A cost is incurred when the responsible unit of government has expended funds to cover the cost.); and 4. are used for the direct costs associated with the response to the COVID-19 pandemic and cannot be used to make up for revenue shortfalls. The FY 21 budget amendment for the$7.8 million was approved by the BOS on August 12,2020,and staff has prepared a spending plan that addresses COVID-19 related needs not only for county related functions, but for Frederick County citizens. Below are descriptions of the county CRF distribution. ■ Distribution to towns-$298K The population data used by the State to determine CRF allocations to localities included the residents that live in the towns Iocated within the County. Consequently,the County"must ensure that an equitable share of the CRF funds it receives is shared with and granted to each town within its jurisdiction."i Using the same population methodology that was applied to the County for receipt of CRF,Middletown is eligible to receive$120,574.17 and Stephens City$178,069.38. ■ Frederick County Public Schools-$3.5M The COVID-19 pandcmic has presented many challenges for school reopening in a safe manner. Additional expenses were necessary to comply with guidance from the Governor,the Virginia Department of Education,the CDC,and the local health department. The hybrid virtual learning environment required remote learning software,technology equipment for both students and teachers,availability to internet access for virtual students,and PPE for student and staff protection. Early on immediate needs for staff safety were purchased,such as PPE, disinfecting materials,construction of sneeze guards in public areas,immediate technology requirements to facilitate teleworking for critical staff,and Jail inmate safety. After the critical safety and social distancing needs were met,expenses included signage in Order to reopen County facilities,further technology needs to allow additional teleworking and the ability to conduct remote meetings,preparation to open Parks facilities,and continued purchases of PPE. There have also been expenses for decontaminating entire departments due to COVID exposure, providing COVID leave to employees per the requirements of the Families First Corona Response Act(FFCRA),and unemployment claims for staff who were without work(primarily Parks& Recreation). ■ County expenses impending-$2M There are expenses that we know will continue,such as PPE purchases,disinfecting materials, COVID leave for employees,and unemployment claims. Certain overtime pay and salaries for administering CRF funds are eligible expenses that are still being calculated. Updated building security and touchless restroom amenities will be installed at several county owned facilities.It is also important to get the word out that Frederick County is a safe place to visit,and the EDA will coordinate a marketing campaign. Daycare needs in the community impact the ability of citizens getting back to work,especially with the virtual school schedule. Frederick County Parks& Recreation expanded their normal before/after school BasicREC program to compliment the FCPS hybrid school schedule. Through the use of CRF,this program is being offered at below operating cost to the public. ■ Business and Nonprofit Support-$1M(EDA) Frederick County's COVID-19 Business and Nonprofit Grant Program is designed to provide immediate financial assistance to Frederick County's small businesses and non-profits impacted by the COVID-19 pandemic.The grant program will provide grants of$5,000,$7,500,or$10,000 to businesses with annual gross revenues of least$30,000 but less than$3 million. The Frederick County Economic Development Authority will administer the grant program working with Frederick County and the Lord Fairfax Small Business Development Center. ■ Citizen Support-$300K(United Way) There is an immediate need for utility and rent/mortgage assistance for Frederick County citizens. The United Way of the Northern Shenandoah Valley has the scope and capacity to do this with the infrastructure already in place. They have a coordinated network of partner agencies that would be able to immediately begin assisting county citizens in need, After applicants are vetted and county residency confirmed,utility providers and landlords/mortgage companies will receive funds directly. 100%will go towards utilities and rent/mortgage as the United Way is not assessing any admin fees on COVID-19 relief. On August 19,2020,Frederick County received the second and final allocation of CRF from the State in the amount of$7,792,215. The public hearing and budget amendment for the second half allocated by the State will be on the September 9,2020 BOS agenda. All the same conditions that existed for the first round continue for the second allocation. While we know that certain critical expenses will continue,we now have the opportunity to consider some other COVID related responses. Some examples would be a generator for an alternative care facility and emergency shelter,updated ventilation systems at county facilities,and additional community support. In addition,we have no idea if there will be a resurgence of the coronavirus in Frederick County that will result in additional stay at home orders and/or quarantines that will impact not only the functions that the county provides,but the community as a whole.
