Bishop,AICP,Assistant Director-Transportation RE: Update of the Interstate and Primary Road Plans DATE: July 31,2020 This is a public hearing item to consider the update of the 2020 — 2021 Interstate and Primary Road Plans. The Secondary Road Plan update will come at a future date once VDOT has finished updating statewide revenue projections. Summary of Changes: Updates to the priorities which are being recommended are for the reasons of consistency between the plans and for continuity and support of the Board's SmartScale applications. Interstate Plan Updates are as follows: 1. Updated Language for Exit 317 to a more general description that will adequately address the fact that multiple improvements are being sought. 2. Clarify the need for improvements to existing Exit 307, as well as, the desire for the eventual relocation of Exit 307 Primary Plan Updates are as follows: 1. Remove the first Segment of the Route 277 improvements since that is now beginning construction. The Transportation Committee reviewed this item on July 27" and has recommended approval. The Planning Commission is reviewing the drat plans on August 51 and staff will update the Board as to the disposition of their recommendation at the meeting. Staff is seeking approval of the updated Interstate and Primary plans. Attachments JAB/pd 107 North Kent Street, Suite 202 • Winchester, Virginia 22601-5000 RESOLUTION 2020-2021 INTERSTATE ROAD IMPROVEMENT PLAN WHEREAS,the Frederick County Transportation Committee recommended approval of this plan on July 27, 2020; and, WHEREAS, the Frederick County Planning Commission held a public hearing and recommended approval of this plan at their meeting on August 5,2020; and, WHEREAS, the Frederick County Board of Supervisors had previously agreed to assist in the preparation of this plan in accordance with the Virginia Department of Transportation's policies and procedures and participated in a public hearing on the proposed Plan, after being duly advertised so that all citizens of the County had the opportunity to participate in said hearing and to make comments and recommendations concerning the proposed flan and Priority List; and, WHEREAS, the Frederick County Board of Supervisors support the priorities of the interstate road improvement projects ,for programming by the Commonwealth Transportation Board and the Virginia Department of Transportation; NOW,THEREFORE,BE IT RESOLVED by the Frederick County Board of Supervisors as follows: The 2020-2021 Interstate Road Improvement Plan appears to be in the best interest of the citizen of Frederick County and the Interstate Road System, in Frederick County; and therefore, the Frederick County Board of Supervisors hereby approves the 2020-2021 Interstate Road Improvement Plan and Construction Priority List for Frederick County, Virginia as presented at the public hearing held on August 12, 2020 This resolution was approved by the following recorded vote: Charles S. In addition, as the State continues to work toward an ultimate plan for the I-8I widening, the County of Frederick continues to support the study of Eastern Route 37 as a potential corridor on new location as an alternative for that effort. Moreover, the County of Frederick supports exploration of the potential for rail transportation as a component of the Interstate 81 Corridor improvements. Interchange Priorities 1. Exit 313 - Bridge reconstruction, safety improvements, and capacity expansion. 2. Exit 317 — Interchange Upgrade and Redbud Road realignment to accommodate interchange upgrade. 3. Exit 310 - Phase 2 of the FHWA approved interchange modifications. 4. Exit 307—Safety and capacity improvements to the existing facility while continuing to promote the future relocation further south to the South Frederick Parkway. 5. Exit 307--Ramp Relocation Interstate Widening Priorities 1. Widen I-81 from Route 50117 Exit 313 to Route 11 Exit 317 2. Widen I-81 from Route 277 Exit 307 to Route 50117 Exit 313. This should include the relocation of Exit 307. 3. Widen 1-81 in Frederick County from Route 11 Exit 317 to the West Virginia State line 4. Widen I-81 in Frederick County from Route 277 Exit 307 to the Warren County Line in the South Intelligent Transportation Systems and Incident Management 1. Increase of VDOT safety patrols. 2.
