February 19 2020 Board Budget Work Session Minutes233 MINUTES BUDGET WORK SESSION FREDERICK COUNTY BOARD OF SUPERVISORS WEDNESDAY, FEBRUARY 19, 2020 8:30 A.M. BOARD ROOM, COUNTY ADMINISTRATION BUILDING 107 NORTH KENT STREET, WINCHESTER, VIRGINIA ATTENDEES Board of Supervisors: Charles S. DeHaven, Jr., Chairman; Judith McCann -Slaughter; J, Douglas McCarthy; Gene E. Fisher; Shawn L, Graber; and Robert W. Wells were present. Blaine P. Dunn was absent. Staff present: Kris C, Tierney, County Administrator; Jay E. Tibbs, Deputy County Administrator; Karen Vacchio, Public Information Officer; Scott Varner, Director of Information Technology; Cheryl Shiffler, Director of Finance; Sharon Kibler, Assistant Director of Finance; Jennifer Place, Risk Manager/Budget Analyst; Bill Orndoff, Treasurer; Seth Thatcher, Commissioner of the Revenue; Jason Robertson, Director of Parks and Recreation; Joe Wilder, Director of Public Works; Michael Marciano, Director of Human Resources; and Ann W. Phillips, Deputy Clerk to the Board of Supervisors. CALL TO ORDER Chairman DeHaven called the meeting to order at 8:30 a.m. DISCUSSION OF BUDGET SCENARIOS County Administrator Kris Tierney reviewed the budget scenarios as they had been revised since the previous meeting. The Board and staff discussed contributions to outside agencies with staff offering to provide additional information on the contributions not stipulated by agreements or other mandates. Supervisor McCarthy suggested reducing stand-alone contributions to tourism entities in light of the increased funds being proved to the Tourism Bureau through the transient occupancy tax. Supervisor Graber suggested reducing the contribution to the EMS Council. Supervisor Fisher discussed the need to increase fees for stormwater inspection services Minute Book 45 Board of Supervisors Budget Work Session of February 19, 2020 County of Frederick, Virginia • • and building permits. Public Works Director Joe Wilder offered to bring information about fees to the next Public Works Committee meeting. Supervisor Slaughter requested information about the need forthe additional DSS benefits position requested by Social Services. Mr. Tierney reviewed the budget presentation made the School Board the previous evening. The Board agreed the next work session on February 26 at 5:00 p.m. will be a joint meeting with the School Board and a follow-up joint meeting was tentatively set for March 4 at 5:00 p.m. Supervisor Graber requested that the School Board provide its preventive maintenance plan and information on the Deep Equity Program currently in place in the schools.
