February 12 2020 Board Budget Work Session Minutes261 MINUTES BUDGET WORK SESSION FREDERICK COUNTY BOARD OF SUPERVISORS WEDNESDAY, FEBRUARY 12, 2020 6:00 P.M. BOARD ROOM, COUNTY ADMINISTRATION BUILDING 107 NORTH KENT STREET, WINCHESTER, VIRGINIA ATTENDEES Board of Supervisors: Charles S. DeHaven, Jr,, Chairman; Blaine P. Dunn; Judith McCann -Slaughter; J. Douglas McCarthy; Gene E. Fisher; Shawn L. Graber; and Robert W, Wells were present, Staff present: Kris C, Tierney, County Administrator; Jay E. Tibbs, Deputy County Administrator; Roderick B. Williams, County Attorney; Karen Vacchio, Public Information Officer; Scott Varner, Director of Information Technology; Cheryl Shiffler, Director of Finance; Sharon Kibler, Assistant Director of Finance; Jennifer Place, Risk Manager/Budget Analyst; Bill Orndoff, Treasurer; Seth Thatcher, Commissioner of the Revenue; Jason Robertson, Director of Parks and Recreation; Joe Wilder, Director of Public Works; and Ann W, Phillips, Deputy Clerk to the Board of Supervisors. CALL TO ORDER Chairman DeHaven called the meeting to order at 6:00 p.m. DISCUSSION OF INFORMATION REQUESTED AT THE PREVIOUS MEETING A. County Administrator Kris Tierney reviewed the budget scenarios as discussed by the Board at the previous meeting, B. Joe Wilder discussed the request for a new environmental inspector position and the fee schedule used in conjunction with the Dept. of Environmental Quality, Mr. Tierney and Mr, Wilder discussed the changes in recycling efforts and the additional costs to haul recyclables. The Board discussed tipping fees and possible increases for commercial users and the cost of not recycling in order to reduce costs. C. The Board agreed to a second joint meeting with the School Board, tentatively set for March 4 at 5:00 p.m. E. Deputy County Administrator Jay Tibbs reviewed legislation currently pending before the General Assembly. F, The Board discussed requests for the next work session including further information on positions with revenue generation and the need for funding the security position in the IT Department, ADJOURN At 6A3 p.m., Chairman DeHaven adjourned the meeting until the 7:00 p.m. regular meeting, Charles S.
