Request for SWSA Exception -Orchard View Elementary School
Frederick County Public Schools is requesting the Board of Supervisors
to grant an exception to the Sewer and Water Service Area to permit
water lines to be constructed providing treated public water to Orchard
View Elementary School, which is located at 4275 Middle Road,
Winchester, VA 22602. This exception would facilitate the construction of
two water lines between Orchard View Elementary School and Frederick
Water's Diehl water treatment plant.

Request for SWSA Exception -West Oaks Market
Frederick County has received a request from West Oaks Farm & Market
located at 4305 Middle Road to allow the site to be connected to the
public water. The Market (which also operates a special events center
with an approved Conditional Use Permit) is requesting to connect to the
water line that Frederick Water proposes to extend from the Diehl Water
Treatment Plant to the Orchard View Elementary School located at 4275
Middle Road.

Dear Grant Committee,
I am writing to express Frederick County’s support for the Timbrook Achievement
Center (TAC) grant application being submitted by the City of Winchester. The County
supports this program and the focus on reducing detainments of status offenders by
providing a detention alternative to youth in Frederick County and Winchester. The
Timbrook Achievement Center is a strong community-based collaborative effort of
Frederick County and the City of Winchester along with other partners.
Frederick County is continuously striving to improve and strengthen our
communities. This enhancement of the TAC will offer youth the opportunity to succeed
academically as well as build vocational and professional skills. Allowing these youth to
build these skills will prepare them to be positive contributing members of our
community and, in turn, continue to strengthen Frederick County for years to come.
