At a special meeting of the Board of Supervisors of Frederick
County, Virginia held in the Supervisors Room over the Clerk's office on Monday, February
I8 I946.
P R E S E N T
C. M. Rosenberger, Chairman, G. W. Lemley, H. M. Fout, William
Carpenter and H. C. Light.
PREPARATION OF THE BUDGET
The object of the meeting was to work on the preparation of the
Budget for the year beginning July I, 1946 and ending June 30. I947. The day was therefo
spent in the preparation of the Budget. No other business was transacted.
It is ordered that the Board do now adjourn.

At the Regular meeting of the Board of Supervisors of Frederick
County, Virginia held in the Supervisors Room over the Clerk's office on March II, I946.

The minutes of the last meeting held on the IIth day of February
the Special meeting held on the I8th day of February, I946, were read and approved.

The reports of I, Fred Stine, County Agent, Madoline Myers, Home
Demonstration Agent, F. W. Pingley, Game 'Harden, F. M. Yellott, Road Engineer, Clara
Rush, Superintendent of the County Welfare, and J. Sloane Kuykendall, Commonwealths Attorne
and Harry L. McCann, Treasurer, were read and approved.
ROAD NOTICE
The Clerk was ordered to have published in the Winchester Evening
Star the following Notice:
In accordance with the law, the Frederick County Board of
S upervisors will hold their regular hearing on requests for Secondary Road improvements
on Monday April 8, I946 at Eleven O'Clock A. M.
(CIVIC BOOTHE
Kenneth Robinson appeared before the Board from the Winchester
Junior Board of Trade, offering to give the Civic Boothe in front of the County Court
House to the Board. After due consideration the board decided not to accept the offer.
Upon motion the Junior Board of Trade was requested to remove the
Bond Booth from its present location. After the current Red Cross drive is finished.
Said Booth to be removed by April I, I946.

APPLE BLOSSOM FESTIVAL
Mr. Tom Baldridge of the Apple Blossom Festival Committee, of
Winchester, Va., appeared before the Board and requested that the Board endorse the
Apple Blossom Festival and request that the people of Frederick County give it their full
support, and also that *the Board contribute $25.00 toward the building of a Frederick
County School Float and he further requested permission to use the Plaza for the Festival.
Therefore be it Resolved,- That the Board of Supervisors go on
record endorsing the Festival and that they request that the People of Frederick County
give it their full support. 'The resolution was adopted.
Upon motion the Board decided to contribute $25.00 to the Apple
Blossom Festival to be used on the building of a Frederick County School Float.
POLLUTION OF STREAMS
MR. J. M. Fishpaw, appeared before the Board in regard to the
pollution of the Streams in Frederick County. No action was taken in this matter.
WELFARE BUDGET
Walker McC. Bond, appeared before the Board and presented the
Welfare Budget for the year:I946 and I947. After some discussion and on motion of
G. W. Lemley and seconded by H. M. Fout the Budget was approved as presented.
BUDGET- SCHOOL BOARD
The Frederick County School Board with Leslie D. Kline and
Elizabeth Sheetz appeared before the Board and presented the School Budget for I946 -I947
and requested that the Board allocate from the General County Fund a sum sufficent to
balance the said Budget and after some discussion the Board decided not to allocate a
sufficent amount to balance it. Therefore the Budget was not approved.
Upon motion, which was duly seconded the Board unanimously
(decided that this Board appropriate for the fiscal year of I946 and I947 to the School
(Board the Sum of $25,000.00.

Upon motion of H. C. Light and seconded by H. M. Fout that the

BILLS APPROVED
Accounts Totaling $2,064.03 were approved and ordered to be paid
from the General County Fund by Warrants numbers to 9326 inclusive and Livestock
Claims and F. W. Pingley's salary totaling $96.90 were approved and ordered to be paid
from the Dog Fund by Warrants numbers 791 to 795 inclusive.
It is ordered that the Board do now $ajourn.
