Frederick County, Virginia held in the Supervisors Room over the Clerk's Office on Monday
June IIth, I945.

The minutes of the last meeting were read and approved.

The reports of W. L. Hoover, Superintendent of the County
Home, F. W. Pingley, Game Warden, Ruth McNeil, Home Demonstratioh Agent, I. Fred Stine,
County Agent, F. M. Yellott, District Rca d Engineer, Harry L. McCgnn, County Treasurer and
J. Sloan Ku Commonwealths's attorey were read and approved.
COMMITTEE OFFICE SPAC
C. Irvin Cather, E. R. Marker, and Fred Whitacre of the
office space Committee for Frederick County appeared before the Board and requested them
to rescind the order passed at the May meeting, directing Miss Anne Preston Starling and
IMiss Ruth McNeil to exchange offices and in lieu there of to adopt the plan submitted by
them.upon motion, which was duly seconded. The requests were granted.
tTAIL COMMITTEE
The following report of the Jail Committee was presented by
J. Sloane "Kuykenda4rl:
Present: Judge Harrison, Messrs, Hawthorne, Kuykendall, Glaize,
Carpenter, Coble, Bywaters, Dehaven, and Grant.
Absent: Messrs, Light, Miller and Reardon.
Dr. Hawthorne'called the meeting to order. Mr Hinnant of
Hinnant & Smith, Architects from Lynchburg, was present and presented prelimiary plan for
jail for Warren County and offered his services for this City and County.
After discussion and consideration, a motion was made by Mr.
Glaize and seconded by Mr. Kuykendall, that the Committee tentatively enploy Hinnant &
Smith to prepare plans for proposed jail subject to the approval of the City Council and
the Board of Supervisors., The motion passes unanimously.
My Kuykendall moved that the Committee recommend to its
repactive bodies that the County -City farm be disposed of and proceeds be used to constru
the proposed jail on the present site. This was seconded by Mr. Coble and passed.
The meeting adjourned.
TENTATIVE SCHOOL BUDGET
The Board retired from their room to the County Court Room
where they were met by a deligation protesting the adoption of the tentative School Budget
as advertised and demanded that the Board of Supervisors increase the School Budget to the
amount of $37I4.82. After considerable discussion the Board returned to the Supervisors
Room.

JAIL COMMITTEE
Lee Grant, Winchester City Manager appeared before the Board
and.presented the following minutes from the record of the Common Council's meeting of
June 5, I945.
Dr. Hawthorne, Chairman of the Jail Committee, presented the
recommendation of that Committee that Hinnant & Smith, architects, to be employed to '
prepare plans for a new jail subject to the terms outlined to the Jail Committee which
provide that the fee shall be 6% and that the plans must meet the approval of the State
Board of Corredtions, and provided favorable action is taken on the proposal by the County
Board of Supervisors. On motion of Dr. Hawthorne, seconded by Mr. Coble, the recommendatio
of the Committee was unanimously adopted.
The Jail Committee also recommend that if the County so
approved that the City - County Farm be disposed of and the proceeds used for the constructio
of a jail. 11r. Miller offered a motion accepting the Committee's Recommendation. This was
seconded by Mr. Kremer and unanimously adopted.

Committee of May 28, I945.

Mr. Kuykendall moved that the Committee recommend to its
respective bodies that the County -City farm be disposed of and proceeds be used to

The meeting adjourned.
NEW JAIL
The Board considered the action o f the Common Council of the
City of Winchester, Va., in determining to employ an architect to draw palns for the
construction of the jail; and the action of the common council in recommending sale of the
County Farm. After mature consideration the Chairman called for a motion. Whereupon
G. W. Lemley moved that the Board go upon record determining the immediate need for the
construction of a new Jail. This motion seconded by H. M. Fout was unanimously passed.
JAIL COMMITTE?E
William Carpenter, thereupon, moved that the Jail Committee,
or some of the members thereof, make a visit to and inspect the recently constructed
Amherst County Jail and report to the Common Council and the Board of Supervisors the
advisability of constructing a Jail along the same plans. It was further moved by William
Carpenter that no architect be employed until the Jail committee reports its findings
after visiting the Amherst County Jail.
The motions were unanimously passed.
SALE OF COUNTY FARM
;J
G. W. LEMLEY moved that the County Farm be sold, and that
immediate steps be taken, in conjunction with the City of Winchester to sell this
property. This motion was seconded by H. M. Fout and unanimously passed.
BILLS APPROVED
Accounts totaling $2,409.58 were approved and ordered to be
paid from the General County Fund by warrants numbers 8757 to 8794 inclusive and Livestock
Claims and F. b. PingleySSalary totaling $I70.64 were approved and ordered to be paid from
the Dog Fund by warrants numbers 740 to 744 inclusive.
It is ordered that the board do now adjourn.
