of Frederick County, Virginia, held in the Supervisors Room over the Clerk's office on

The minutes of the Regular meeting held on the 9th day
July I945 were read and approved.

Home Demonstration Agent, F. W. Pingley, Game Warden, were read and approved.
DELINQUENT TAX
The_Coun.ty Treassurer; Harry L. McCann, presented to the
Board the Delinquent personal property list for the tax year of I944, as of June 30th I945
in the amount of $I,II8.07 and also the Delinquent Real Estate list for the tax year of
I944, as of June 30, 1945 in the amount of $2,57I.57. The totla being $3,689.64 which
upon motion was unanimously approved.
FREDERICK COUNTY SCHOOL BOARD
The School'Board with Leslie D. Kline, Superintendent,
R. E. Aylor and Bryant Harper appeared before the Board to discuss plans for future
building in Frederick County. There was a general discussion but no action was taken.

Accounts'totaling $2,938.80 were approved and ordered
to be paid from the General County Fund by Warrants numbers 8795 to 8922 inclusive and
Livestock Claims and F. W. Pingley salary totaling $I65.62 were approved and ordered to
be paid from the Dog Fund by warrants numbers 745 to 75I inclusive.
It is ordered that the Board do now adjourn.

NEW ROOF
Upon motion of G. W. Lemley and seconded by H. C. Light it
was unaminously decided to replace with a new roof the County Office Building /. The matter
was referred to the Building Committee.
SCHOOL FUND
On motion it is ordered that.the School Fund shall receive
during the current year the full amount of the Current School Levy. This will be
accomplished by paying from the General County Fund to the School fund the amount of the
School levy and placing the total tax income to the credit of the General Fund, and the
County Treasurer is directed to transfer these funds as the money becomes available.
SCHOOL BOARD APPROPRATION
Upon motion of William Carpenter and seconded by G. W. Lemley
and passed by unanimous vote the Treasurer Harry L. McCann was ordered to transfer
$I8000.00 from the General County Fund to the School Fund.
APPROPRATION FOR THE INDEPENDENT HOSE CO. AND THE MIDDLETOM FIRE CO.
Upon motion of H. C. Light and seconded by G. W. Lemley it is
ordered that the Board pay the Independent Hose Co. of Stephens City One Hundred and Twenty Five
Dollars and also the Middletown Fire Co. of Middletown One Hundred and Twenty Five Dollars.
LEAGUE OF VIRGINIA COUNTIES h
Upon motion of G. W. Lemley and seconded by H. C. Light. It is

I ROADS
F. M. Yellott, Resident Road Engineer of the Department of
Virginia Highways appeared before the Board and presented a Map showing a system of seconds
(County) roads, on which Federal Aid will be received. After going over the Map carefully
on the motion of G. W.Lemley and Seconded by H. M. Fout the Board approved of the system
as outlined subject to minor change: in the future if necessary.
Upon motion the Clerk of this Board is ordered to notify Oscar
Leight to appear before this Board at its next regular meeting, to be held on the I2th day
of November, I945.
DELEGATES - CONVENTION
Upon motion C. M. Rosenberger and Lee N. Whitacre were appointed
Deligates to the Convention of the League of Virginia Counties to be held in Richmond,
Virginia on the I2th and I3th day of October, I945, to represent this county, it is
further ordered that this Board reinburse them for their living expenses.
JAIL
Fred L. Glaize, James P. Reardon and Percy Miller of the Jail
Committee appeared before the Board and after some discussion of Jail matters and upon
motion of H. M. Fout and seconded by William Carpenter, G. W. Lemley and Robert L. DeHaven
Deputy Sheriff were appointed a committee to be appointed by the city Council to decide on
plans for the new Jail and to employ an architec to draw the plans for said Jail.
JAIL
Upon motion of G. W. Lemley and seconded by H. M. Fout it was
unaminously deceided to sell the Jail building on the same day that the County Farm is sold
SCHOOL BOARD
The School Board, with Leslie D. Kline, Superintendent of Schools
and Bryant Harper appeared before the Board with plans for a four room building at the
Stonewall School to relieve the congested situation there. A Committee composed of H. C.
Light, William Carpenter, Paul Haldeman and Clayton Pingley were appointed to make an
examination of the Academy Building to see if some of the rooms could be arrainged to
henommodate some of the grades in order that the congestion at.Stonewall School might be
relieved and to make their report at the special meeting Monday Oct. I5, I945.
SCHOOLS
A delegation from the Middletown School appeared before the Board
and requested that two additional Class rooms be added to said school. The following
committed, G. 1v. Lemley,Raul Haldeman and Byron 0. Brumback were appointed to make an
investigation of the School and make their report to this Board at the Special meeting to
be held on Monday Oct. I5, "I945.
SPECIAL MEETIN
Upon motion it is ordered that a Special Meeting be held on Monday
Oct. I5, I945 at One q'Clock P. M.
BILLS APPROVED
Accounts totaling $2,4I3.80 were approved and ordered to be paid
from the General County Fund by Warrants numbers 8972 to 90I3 inclusive and Livestocku -claim

County,. Virginia, held in the Supervisors Room over the Clerk's office on Monday, October

SCHOOL DELEGATION
A Delegation from the Gore School appeared before the Board and
requested that two additional rooms be built at the Gore School.
COUNTY HIGH SCHOOL
Alfred Wright came before the Board and advocdted that a County
High School be erected before any additons were made to the other Schools.
COMldITTEES
The Committees for Middletown and Stonewall Schools that were
appointed by the Board of Supervisors at their meeting of October, I945, made their report
and after a general discussion and upon motion of H. 11. Fout and seconded by C. E. Bass
the following Resolution was unanimously adopted by the Board and the aforesaid committees.
Resolved: - That is is the Consensus of opinion of the Board and the two Committees
that all the schools of the County are very much over crowded but that provision for relief
could not be made at one school without making provision for all. The Board and the two
Committees are very sympathetic of the need for relief and voted that plans be made at onc(
for the building of a centrolized High School.
