CALL TO, ORDER Chairman DoHav nmdled the meeting toorder at5:3Op.m. DISCUSSION — School Board FY2020 Budget Proposal Dr, Lamannaand Dr. Sovineprovided an overview ofthe School Board's budget proposal citing four priorities as: Improved Student Achievement Competitive Cnmpensatkm, Asset Preservation, and Professional Development, Supervisor McCarthy asked for clarification of now classroom teacher positions being requested, salaries ofteachers vomuophnnipn|o'duUeanfapamnt|iaiaoo.necessity for bus aides, the salary for an athletic trainer, the need for extending registration and scheduling services, asset preservation versus routine maintenance, plans for scheduled routine maintenamm, the current status nfHead Start, and plans toexpand the Preschool Initiative, Vice Chairman Lofton asked for clarification onthe duties o|oparent liaison compared to those nfaguidance counselor, the duties ufunathletic trainer, plans for asset preservation, and ` whether bus routes had been added because of thepre-schoolprogram. He noted his opposition to the pre-school grant saying that the federal funds have now ended leaving ashortfall, Mr, Crisman provided background onthe Capital Asset Preservation Plan. Minute Book 44 Supervisor Trout suggested improving the timing ofthe budget process. She noted that d is late inthe process for the Board of Supervisors to bemce�vingdefinite numbers from the School Board. Mr. Tierney and Dr. Sovine explained the factors guiding each board's budget calendar, Supervisor Dunn commented he supported the pharmacy technician instructor position. He proposed the Board modify the current revenue split of 57%/43% and fund an account to be used for the most urgent need from either budget, Hesaid all parties need towork toward impact fees for new development eawell ourevisions {othe proffer law, Dr. 8ovinosaid with the current revenue split, the School Board has made significant cuts in its budget requests and changing the split to reduce the school's portion would cause greater hardship. Supervisor Trout suggested using fund balance to fund capital projects, Mr. Tierney said the proposed capital fund of$7million could beused toaddress such needs. Supervisor Slaughter agreed there were funds available while keeping the rainy -day fund at2O%ofoperating expenses. Supervisor McCarthy said he would like to see SROs in all schools and hopes the School Board will adjust their budget using funds budgeted for SSOs to offset the additional cost forCROx Vice Chairman Lofton said he did not like the comparison to Loudoun County because only certain aspects are compared rather than all, Dr, Larnanna noted the salary disparity between Frederick County teachers and those in surrounding jurisdictions.
