it is unanimously ordered that the Treasurer pay during the fiscal year I943 -I944 from

SCHOOL BOARD BUDGET
The Frederick County School Board came before the

meeting and presented a Tentative Budget for the year I943 and I944.
SCHOOL BOARD APPROPRIATION.
Upon motion of H. M. Fout and seconded by G. W. Lemley
and passed by the unamimous vote of the Board, Harry L. McCann was directed to transfer
to the school fund
Fifteen Thousand Dollars from the General County Fund,/when he shall have received proof
that the School Board of Frederick County has paid off a loan of Fifteen Thousand Dollar
to the State Literary Fund.
CLAI1TS FOR LIVESTOCK & FOWLS DESTROYED BY DOGS
Claims of J. F. Dove, C. I. Brumback, Geo. W. Hulver and

Upon motion of H. C. Light and seconded by H. if. Fout the
tentative Budget as prepared was unanimously adopted and the Clerk of the Board is
authorized to have the same published in the Winchester Evening Star, as required, and
the public hearing thereon shall be may IOth, I943.
ROAD NOTICE
The Clerk was ordered to have published in the Winchester
Evening Star the following notice:
In accordance with the law, The Frederick Uounty Board of
Supervisors will hold their regular hearing on requests for Secondary road improvements

FIRE CONTROL

the Board in regard to State assistance in fighting forest fires. Steps to secure

TENTATIVE BUDGET FOR SECONDARY ROADS
F. 11. YELLOTT, Resident Engineer presented a Budget for
the construction and maintenance of the secondary Roads of Frederick County for the fiscal
year, beginning July I, I943 to July I, I944 and on motion of H. C. Light and seconded
by G. W. Lemley the following members voted for the motion H. C. Light, G. W. Lemley,
with
H. 34. Fout,/Will.iam Carpenter voting against it. The Motion was adopted.
Damaged Fenc
Upon motion it was unanimously decided to accept in
cash the amount of $5.68 from Arnold Sirbaugh for damage that he made to fence at the
County Home. The treasurer is ordered to place this money to the credit of the General
County Fund.
LEVY
According to an advertisement for Public Hearing as to
the Levy as set for the fiscal year Beginning July I, I943 to June 30, I944. There being
no taxpayers appearing before the Board relative to the Levy as set by the Board, the
Board hereby confirms the Levy as set, which is as follows:

A new contract was this day entered into between the

discussion and upon motion it was unanimously adopted.

FOXES BOUNTY GAVE ASSOCIATION
Mr Creswell Henderson, on behalf of the Winchester- Frederi
County Game and Fish Protective Association apieared before the board and requested that
the Board adopt the following resolution:
Resolved, That the Board of Supervisors of Frederick County,
Virginia reembuirse the association for bounties paid by the Game and Fish Association on
all foxes legally killed i�ithin the boundaries of Frederick County on a 50 -50 basis which
makes the county's share fifty cents on each gray fox killed and Seventy Five Cents (.75)
on each red fox killed said Association to make monthly reports to the Board of the amounts
expended.
Upon motion of H. M. Fout and seconded by G. 'Il. Lemley the
resolution was adopted. Voting for the resolution were H. M. Fout, G. W. Lemley and H. C.
t. William Carpenter voting against it.

TRANSFER OF APPROPRIATION OF SCHOOL BOARD.
Upon motion of H. C. Light, seconded by G. d. Lemley it
was unanimously ordered that the Treasurer transfer from the General County Fund to the
School Fund the sum of Thirteen Hundred and Five Dollars as per minute of the meeting on
January II, I943 on page 250 of this book.

CO1.2.01ITY CAIMERY .
A Delegation appeared before the meeting requesting that
the Board allocate funds to erect a building upon the Stephens City School ground for a
Community Cannery after some discussion and consideration a vote was taken H. C. Light,
H. M. Fout and William Carpenter voting against the measure and G. l;'. Lemley voted for it.
STORE ROOM RENT AT HITCHING YARD.
Cecil Bailey of Bailey Bros. Store appeared before the
Board and requested a reduction in the rent of the Store Room at the Hitching Yard.After
some discussion it was decided not to reduce the rent.
WINCHESTER 10ORIAL HOSPITAL
On motion the Clerk is ordered to draw a Warrant payable
to the Winchester Memorial Hospital in the sum of One Hundred Dollars and said payment be
credited to the account of H. A. Stout.

The County treasure, Harry L. McCann. presented to the
Board of Supervisors the Delinquint List of Personal Property and Real Estate of the year
I94Z. Upon motion of H. M. Fout and seconded by H. C. Light it was unamimously passed.
DELINQUINT REAL ESTATE
On motion J. Sloane Kuykendall was employed to b ring suit
and sell certain tracts of land on which the taxes have not been paid.

Accounts totaling $2,733.72 were approved and ordered to

Mr.F. 11. Yellott, Resident Road Engineer, presented the

final Budget for the Secondary Road System for the year beginning July I, I943 to June
30, I944, and on motion of H. C. Light seconded by H. M. Fout the same is unammously
adopted.
SCHOOL-BOARD APPROPRIATION
Upon motion of H. M. Fout and seconded by G. W. Lemley
and passed by unanimous vote The Treasurer, Harry L. McCann, was ordered to transfer
#11,643.56 from the general County Fund to the School Fund for the purpose of paying
the balance of the school loans owed to the Literary Fund on Gainesboro, Miller and
Stephens City Schools.
